Section
1.
The
following
amendment
to
the
Constitution
of
1
the
State
of
Iowa
is
proposed:

Section
17
of
Article
IV
of
the
Constitution
of
the
State
of
3
Iowa
is
repealed
and
the
following
adopted
in
lieu
thereof:

Sec.
17.
Lieutenant
governor
or
lieutenant
governor-elect
5
to
become
or
act
as
governor
or
governor-elect.
If
there
is
a
6
temporary
disability
of
the
governor,
the
lieutenant
governor
7
shall
act
as
governor
until
the
disability
is
removed,
or
8
the
governor
dies,
resigns,
or
is
removed
from
office.
In
9
case
of
the
death,
resignation,
or
removal
from
office
of
the
10
governor,
the
lieutenant
governor
shall
become
governor
for
11
the
remainder
of
the
term,
which
shall
create
a
vacancy
in
12
the
office
of
lieutenant
governor.
This
section
shall
also
13
apply,
as
appropriate,
to
the
governor-elect
and
the
lieutenant
14
governor-elect.

Sec.
2.
SUBMISSION
TO
ELECTORATE.
The
foregoing
proposed
16
amendment,
having
been
adopted
and
agreed
to
by
the
89th
17
General
Assembly,
Second
Session,
thereafter
duly
published,
18
and
now
adopted
and
agreed
to
by
the
90th
General
Assembly
in
19
this
joint
resolution,
shall
be
submitted
to
the
people
of
the
20
state
of
Iowa
at
the
general
election
in
November
of
the
year
21
2024
in
the
manner
required
by
the
Constitution
of
the
State
of
22
Iowa
and
the
laws
of
the
state
of
Iowa.

EXPLANATION
24
The
inclusion
of
this
explanation
does
not
constitute
agreement
with
25
the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
joint
resolution
proposes
an
amendment
to
the
27
Constitution
of
the
State
of
Iowa,
for
adoption
by
the
second
28
consecutive
general
assembly,
relating
to
the
gubernatorial
29
line
of
succession.
The
amendment
creates
a
system
of
30
succession
in
the
case
of
a
permanent
or
temporary
disability
31
of
the
governor
or
governor-elect.
In
the
case
of
a
temporary
32
disability
of
the
governor
or
governor-elect,
the
lieutenant
33
governor
or
lieutenant
governor-elect
shall
act
as
governor
or
34
governor-elect
until
the
disability
is
removed,
or
the
governor
