Section
1.
Section
144.13A,
subsections
1
and
2,
Code
2017,
1
are
amended
to
read
as
follows:

1.
The
state
registrar
shall
charge
the
parent
a
fee
of
3
twenty
dollars
for
the
registration
of
a
certificate
of
birth
4
as
follows:
5
a.
Beginning
July
1,
2003,
and
ending
June
30,
2005,
a
fee
6
of
fifteen
dollars.
7
b.
Beginning
July
1,
2005,
a
fee
of
twenty
dollars.

2.
a.
The
state
registrar
shall
charge
the
parent
a
9
separate
fee
established
under
section
144.46
for
a
certified
10
copy
of
the
certificate.
The
certified
copy
shall
be
mailed
to
11
the
parent
by
the
state
registrar.
The
mailing
of
a
certified
12
copy
of
the
certificate
to
a
biological
parent
shall
not
be
13
precluded
by
the
execution
of
a
release
of
custody
under
14
chapter
600A
,
and,
upon
request,
a
biological
parent
shall
be
15
provided
with
a
certified
copy
of
the
certificate
unless
the
16
parental
rights
of
the
biological
parent
are
terminated.

(1)
If
a
parent
is
issued
a
smaller
than
letter-sized
18
certified
copy
of
the
certificate
of
birth
by
the
state
19
registrar
under
this
section,
which
does
not
include
all
20
information
provided
in
the
original
certificate
of
birth,
upon
21
request
of
the
parent,
the
state
registrar
shall
mail
to
the
22
parent
one
letter-sized
certified
copy
that
includes
all
of
the
23
information
provided
in
the
original
certificate
of
birth.

(2)
Notwithstanding
the
amount
of
any
fee
charged
under
25
paragraph
“a”
,
the
state
registrar
may
instead
charge
the
parent
26
a
fee
of
one
dollar
for
one
letter-sized
certified
copy
of
the
27
certificate
of
birth
requested
by
and
mailed
to
a
parent
under
28
this
paragraph
“b”
.

(3)
This
paragraph
“b”
shall
not
apply
if
a
new
certificate
30
of
birth
was
substituted
for
the
original
certificate
of
birth
31
pursuant
to
section
144.24.

This
bill
relates
to
the
certified
copy
of
a
certificate

of
birth
mailed
to
a
parent
by
the
state
registrar
following
2
registration
of
the
certificate
of
birth.

The
bill
updates
outdated
language
relating
to
the
fee
4
charged
a
parent
for
registration
of
a
certificate
of
birth
by
5
eliminating
the
reference
to
the
fee
charged
during
the
period
6
ending
June
30,
2005,
and
retaining
the
current
fee
which
is
7
$20.

The
bill
provides
that
if
a
parent
is
issued
a
certified
copy
9
of
the
certificate
of
birth
that
is
smaller
than
letter-sized
10
and
does
not
include
all
of
the
information
provided
in
the
11
original
certificate
of
birth,
upon
request
of
the
parent,
12
the
state
registrar
shall
mail
to
the
parent
one
letter-sized
13
certified
copy
that
includes
all
of
the
information
provided
in
14
the
original
certificate
of
birth.
Notwithstanding
the
amount
15
of
the
fee
regularly
charged
for
the
certificate
of
birth
16
issued
to
a
parent,
the
bill
authorizes
the
state
registrar
17
to
instead
charge
the
parent
a
fee
of
$1
for
one
letter-sized
18
certified
copy
requested
by
and
mailed
to
the
parent
under
the
19
bill.
