Section
8D.8,
Code
2019,
is
amended
to
read
as

authorized
users.

This
bill
strikes
Code
section
8D.5,
which
establishes

the
education
telecommunications
council
and
regional

telecommunications
councils
under
the
Iowa
communications

network
(ICN).
Code
section
8D.5
provides
that
the
18-member
18
education
telecommunications
council
is
responsible
for
19
scheduling
and
site
usage
policies
for
educational
users
of
the
20
ICN,
coordinating
the
activities
of
regional
telecommunications
21
councils,
developing
proposed
rules
and
changes
to
rules
for
22
recommendation
to
the
Iowa
telecommunications
and
technology
23
commission,
and
recommending
long-range
plans
for
enhancements
24
needed
for
educational
applications.
Code
section
8D.5
also
25
provides
that
regional
telecommunications
councils,
established
26
in
each
merged
area
as
provided
in
Code
chapter
260C,
are
27
responsible
for
advising
the
education
telecommunications
28
council
on
the
assessment
of
local
educational
needs
and
29
the
coordination
of
program
activities.
The
bill
removes
30
references
to
the
education
telecommunications
council
and
31
regional
telecommunications
councils
from
Code
chapter
8D.
