the
funding
of
the
financial

government

the
eligible
expenses,
with
the

applicant
providing
the
balance
of
any
participation
amount.

If
financial
assistance
is
granted
by
the
federal
government
as

described
in
this
section
for
state-related
hazard
mitigation,

the
state
may
participate
in
the
funding
of
the
financial
15
assistance
authorized,
not
to
exceed
fifty
percent
of
the
total
16
eligible
expenses.

State
participation
in
funding
financial
assistance
to

local
government
under
subsection
1
is
contingent
upon
the
19
local
government
having
on
file
a
state-approved,
comprehensive
20
emergency
plan
which
meets
the
standards
adopted
pursuant
to
21
section
29C.9,
subsection
8.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
concerns
financial
assistance
granted
by
the

federal
government
for
hazard
mitigation
when
Code
section
27
29C.6,
relating
to
a
proclamation
of
disaster
emergency
by
the
28
governor,
is
not
applicable.

The
bill
provides
that
if
financial
assistance
for
hazard
30
mitigation
is
granted
under
the
federal
Robert
T.
Stafford
31
Disaster
Relief
and
Emergency
Assistance
Act
or
the
federal
32
National
Flood
Insurance
Reform
Act
of
1994,
the
state
may
33
participate
in
the
funding
of
the
financial
assistance

authorized
to
a
local
government
in
an
amount
not
to
exceed

of
the
eligible
expenses.
In
addition,
the

bill
provides
that
if
financial
assistance
is
granted
for

state-related
hazard
mitigation,
the
state
may
participate

in
the
funding
in
an
amount
not
to
exceed
50
percent
of
the

total
eligible
expenses.
The
bill
further
provides
that
state
5
participation
in
funding
financial
assistance
to
a
local

government
is
contingent
upon
the
local
government
having
a
7
state-approved
comprehensive
emergency
plan.
