1.
Section
8.6,
Code
2020,
is
amended
by
adding
the
1
following
new
subsection:

NEW
SUBSECTION
.
17.
Digitization
of
county
records.
3
a.
To
establish
and
administer
a
county
records
digitization
4
grant
program
to
provide
financial
assistance
to
counties
5
to
digitize
county
records,
including
those
books
and
6
records
listed
in
section
331.508.
A
county
may
apply
to
7
the
department
of
management
for
a
grant
under
the
program,
8
which
application
shall
demonstrate
that
the
county
is
able
to
9
pay
for
seventy
percent
of
the
cost
to
digitize
the
county’s
10
records.
On
receiving
a
valid
application,
the
department
11
of
management,
in
its
discretion,
may
issue
a
grant
to
the
12
county.
The
grant
shall
not
exceed
thirty
percent
of
the
cost
13
to
digitize
the
county’s
records.

administer
the

digitization
grant
fund

created
in
section
8.76.

To
adopt
rules
pursuant
to
chapter

as
necessary
to

administer
the

NEW
SECTION

8.76
County
records
digitization
grant

fund.

1.
A
county
records
digitization
grant
fund
is
established
21
in
the
state
treasury
under
the
control
of
the
department
of
22
management.
The
fund
shall
consist
of
moneys
appropriated
to
23
or
deposited
in
the
fund.

2.
Moneys
in
the
fund
are
appropriated
to
the
department
of
25
management
for
the
exclusive
purpose
of
issuing
grants
under
26
the
county
records
digitization
grant
program
established
27
pursuant
to
section
8.6,
subsection
17.
28
3.
Notwithstanding
section
8.33,
moneys
in
the
fund
29
that
remain
unencumbered
or
unobligated
at
the
close
of
a
30
fiscal
year
shall
not
revert
but
shall
remain
available
for
31
expenditure
for
the
purposes
designated.
Notwithstanding
32
section
12C.7,
subsection
2,
interest
or
earnings
on
moneys
in
33
the
fund
shall
be
credited
to
the
fund.

county

applying
for

digitization
grant
shall
demonstrate

county

EXPLANATION

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
department
of
management
(DOM)
to
11
establish
and
administer
a
county
records
digitization
grant
12
program.
The
bill
requires
a
county
applying
for
a
grant
to
13
demonstrate
that
the
county
is
able
to
pay
for
70
percent
of
14
the
cost
to
digitize
the
county’s
records.
The
bill
prohibits
15
DOM
from
issuing
a
grant
to
a
county
that
exceeds
30
percent
of
16
the
cost
to
digitize
the
county’s
records.
17
The
bill
establishes
a
county
records
digitization
grant
18
fund
in
the
state
treasury
under
the
control
of
DOM.
Moneys
19
in
the
fund
are
appropriated
to
DOM
for
the
exclusive
purpose
20
of
issuing
grants
under
the
program.
The
bill
does
not
21
appropriate
moneys
or
otherwise
provide
for
revenue
to
the
22
fund.
