subsection
5,
paragraph
b,
Code

2014,
is
amended
to
read
as
follows:

b.
The
commission
shall,
beginning
January
1,
2012,
regulate
3
the
purse
structure
for
all
horse
racing
so
that
seventy-six
4
percent
is
designated
for
thoroughbred
racing,
fifteen
and
5
one-quarter
percent
is
designated
for
quarter
horse
racing,
and
6
eight
and
three-quarter
three-quarters
percent
is
designated
7
for
standardbred
racing.
The
purse
moneys
designated
for
8
standardbred
racing
may
only
be
used
to
support
standardbred
9
harness
racing
purses
,
breeder’s
awards,
or
expenses
at
10
the
state
fair,
county
fairs,
or
other
harness
racing
11
tracks
approved
by
the
commission,
or
for
the
maintenance
,
12
construction,
or
repair
of
harness
racing
tracks
located
in
13
Iowa
and
at
the
fairgrounds
for
such
fairs
or
other
harness
14
racing
tracks
located
in
Iowa
and
approved
by
the
commission.

The
horse
racetrack
in
Polk
county
shall
not
provide
funding
to
16
support
standardbred
racing
at
such
county
fairs
that
is
not
17
otherwise
provided
for
in
this
paragraph.

does

constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

Code
section
99D.7(5),
concerning
purse
moneys
for
horse

racing,
is
amended
to
allow
purse
moneys
designated
for
23
standardbred
racing
to
also
be
used
for
breeder’s
awards,
24
standardbred
harness
racing
expenses,
and
the
construction
of
25
harness
racing
tracks
located
in
Iowa.
