aid

the

fiscal

is
zero.

the
fiscal

salary

adjustments

funded

determined

department

management,
subject
to
any
applicable

constitutional
limitation,
using
unappropriated
moneys

remaining
in
the
department
of
commerce
revolving
fund,
the

gaming
enforcement
revolving
fund,
the
gaming
regulatory

fund,
the
primary
road
fund,
the
road
use
tax

fish
and

protection
