There is appropriated from the general fund of the state 5 to the department of agriculture and land stewardship for the 6 fiscal year beginning July 1, 2024, and ending June 30, 2025, 7 the following amount, or so much thereof as is necessary, to be 8 used for the purposes designated: 9 For purposes of supporting the department, including its 10 divisions, for administration, regulation, and programs; and 11 for salaries, support, maintenance, and miscellaneous purposes: 12 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 19,682,310 13 2. The moneys appropriated in this subsection shall be 4 used for the public purpose of providing a grant to a national 5 nonprofit organization with over 80 years of experience in 6 assisting children and adults with disabilities and special 7 needs. The moneys shall be used to support a nationally 8 recognized program that began in 1986 and has been replicated 9 in at least 30 other states, but is not available through 10 any other entity in this state, and that provides assistance 11 to farmers with disabilities in all 99 counties to allow the 12 farmers to remain in their own homes and be gainfully engaged 13 in farming through provision of agricultural worksite and home 14 modification consultations, peer support services, services 15 to families, information and referral, and equipment loan 16 services. 17 c. Notwithstanding section 8.33 , moneys appropriated in 18 this subsection that remain unencumbered or unobligated at the 19 close of the fiscal year shall not revert but shall remain 20 available for expenditure for the purposes designated until the 21 close of the succeeding fiscal year. 22 6. LOESS HILLS DEVELOPMENT AND CONSERVATION FUND 23 a. For deposit in the loess hills development and 24 conservation fund created pursuant to section 161D.2 : 25 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 400,000 26 b. (1) Of the amount appropriated to the loess hills 27 development and conservation fund in this subsection, $360,000 28 shall be allocated to the fund’s hungry canyons account. 29 (2) Not more than 10 percent of the moneys allocated to the 30 fund’s hungry canyons account as provided in this paragraph may 31 be used for administrative costs. 32 c. Notwithstanding section 455A.10 , the department may 6 use the unappropriated balance remaining in the state fish 7 and game protection fund for the fiscal year beginning July 8 1, 2024, and ending June 30, 2025, as is necessary to fund 9 salary adjustments for departmental employees for which the 10 general assembly has made an operating budget appropriation in 11 subsection 1. 12 Sec. 7. GROUNDWATER PROTECTION FUND —— WATER QUALITY. Iowa state university of science and technology 23 shall not reduce the amount that it allocates to support the 24 college of veterinary medicine from any other source due to the 25 appropriation made in this section. 26 b. Paragraph “a” does not apply to a reduction made 27 to support the college of veterinary medicine if the same 28 percentage of reduction imposed on the college of veterinary 29 medicine is also imposed on all of Iowa state university of 30 science and technology’s budget units. 31 3. If by June 30, 2025, Iowa state university of science and 32 technology fails to allocate the moneys appropriated in this 33 section to the college of veterinary medicine in accordance 34 with this section, the moneys appropriated in this section for 35 -9- LSB 5010XG (5) 90 da/js 9/ 22

There is appropriated from the general fund of the state 3 to Iowa state university of science and technology for the 4 fiscal year beginning July 1, 2024, and ending June 30, 2025, 5 the following amount, or so much thereof as is necessary, to be 6 used for the purposes designated: 7 For deposit in the livestock disease research fund created 8 in section 267.8 : 9 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 191,390 10 2. Moneys appropriated under subsection 1 shall be used 11 by Iowa state university of science and technology to support 12 animal disease research in areas of importance to livestock 13 producers. 14 DESIGNATED APPROPRIATIONS FROM MISCELLANEOUS FUNDS 15 Sec. 13. IOWA NUTRIENT REDUCTION FUND —— VETERINARY 16 DIAGNOSTIC LABORATORY. Notwithstanding section 466B.46, there 17 is appropriated from the Iowa nutrient research fund created 18 in section 466B.46 to Iowa state university of science and 19 technology for the fiscal year beginning July 1, 2024, and 20 ending June 30, 2025, the following amount, or so much thereof 21 as is necessary, to be used for the purpose designated: 22 For the purpose of supporting the college of veterinary 23 medicine for the operation of the veterinary diagnostic 24 laboratory: 25 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 120,000 26 DIVISION IV 27 STATE UNIVERSITY OF IOWA 28 SPECIAL GENERAL FUND APPROPRIATIONS 29 Sec. 14. IOWA’S CENTER FOR AGRICULTURAL SAFETY AND HEALTH 30 (I-CASH). 31 1. There is appropriated from the general fund of the state 32 to the state university of Iowa for the fiscal year beginning 33 July 1, 2024, and ending June 30, 2025, the following amount, 34 or so much thereof as is necessary, to be used for the purposes 35 -10- LSB 5010XG (5) 90 da/js 10/ 22
S.F. _____ H.F. _____ designated: 1 For supporting the operations of Iowa’s center for 2 agricultural safety and health, as part of the university’s 3 college of public health, and in cooperation with the 4 department of agriculture and land stewardship, to anticipate, 5 recognize, and prevent occupational illness and injury among 6 members of the agricultural community: 7 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . $ 128,154 8 2. a. As a condition of the appropriation made in 9 subsection 1, the state university of Iowa shall retain the 10 director of Iowa’s center for agricultural safety and health 11 employed on the effective date of this division of this Act for 12 at least the same number of hours for the fiscal year beginning 13 July 1, 2024, as worked by the director during the fiscal year 14 beginning July 1, 2023. 15 b. As a condition of the appropriation made in subsection 16 1, the state university of Iowa shall not reduce the amount 17 allocated to support Iowa’s center for agricultural safety and 18 health from any other source due to the appropriation made in 19 subsection 1. 20 3. If by June 30, 2025, the state university of Iowa fails 21 to use the moneys appropriated in subsection 1 in accordance 22 with the purposes and conditions of subsections 1 and 2, any 23 unencumbered or unobligated moneys appropriated in subsection 24 1 for the fiscal year beginning July 1, 2024, and ending June 25 30, 2025, shall revert to the general fund of the state. In 26 addition, if moneys revert as required pursuant to section 27 8.33 , the state university of Iowa shall transfer to the 28 general fund of the state from any otherwise unencumbered or 29 unobligated moneys from any other general fund appropriation or 30 from any moneys available from other funding sources an amount 31 equal to the amount appropriated in subsection 1 less any 32 amount that reverted to the general fund of the state pursuant 33 to section 8.33 . 34 DIVISION V 35 -11- LSB 5010XG (5) 90 da/js 11/ 22

CONSERVATION RESERVE ENHANCEMENT PROGRAM (CREP) 10 a. Notwithstanding section 8.33 , moneys appropriated for 23 the fiscal year beginning July 1, 2024, in this division of 24 this Act to the department of agriculture and land stewardship 25 to provide financial assistance for the establishment of 26 permanent soil and water conservation practices that remain 27 unencumbered or unobligated at the close of the fiscal year 28 shall not revert but shall remain available for expenditure 29 for the purposes designated until the close of the fiscal year 30 beginning July 1, 2027. 31 2. The moneys appropriated in subsection 1 shall be used to 23 support projects in watersheds generally, including regional 24 watersheds, as designated by the division and high-priority 25 watersheds identified by the water resources coordinating 26 council established pursuant to section 466B.3 . 27 3. In supporting projects in subwatersheds and watersheds 28 as provided in subsection 2, all of the following apply: 29 a. The demonstration projects shall utilize water quality 30 practices as described in the Iowa nutrient reduction strategy 31 as defined in section 455B.171 . 32 b. The division shall implement demonstration projects as 33 provided in paragraph “a” by providing for participation by 34 persons who hold a legal interest in agricultural land used in 35 -17- LSB 5010XG (5) 90 da/js 17/ 22

To every extent practical, the division shall provide 1 for collaborative participation by such persons who hold a 2 legal interest in agricultural land located within the same 3 subwatershed. 4 c. The division shall implement a demonstration project on 5 a cost-share basis as determined by the division. However, 6 except for edge-of-field practices, the state’s share of the 7 amount shall not exceed 50 percent of the estimated cost of 8 establishing the practice as determined by the division or 9 50 percent of the actual cost of establishing the practice, 10 whichever is less. 11 d. The demonstration projects shall be used to educate other 12 persons about the feasibility and value of establishing similar 13 water quality practices. The division shall promote field day 14 events for purposes of allowing interested persons to establish 15 water quality practices on their agricultural land. 16 e. The division shall conduct water quality evaluations 17 within supported subwatersheds. Within a reasonable period 18 after accumulating information from such evaluations, the 19 division shall create an aggregated database of water quality 20 practices. Any information identifying a person holding a 21 legal interest in agricultural land or specific agricultural 22 land shall be a confidential record under section 22.7 . 23 4. The moneys appropriated in subsection 1 shall be used 24 to support education and outreach in a manner that encourages 25 persons who hold a legal interest in agricultural land used for 26 farming to implement water quality practices, including the 27 establishment of such practices in watersheds generally, and 28 not limited to subwatersheds or high-priority watersheds. 29 5. The moneys appropriated in subsection 1 may be used 30 to contract with persons to coordinate the implementation of 31 efforts provided in this section. 32 6. The moneys appropriated in subsection 1 may be used by 33 the department to support urban soil and water conservation 34 efforts, which may include but are not limited to management 35 -18- LSB 5010XG (5) 90 da/js 18/ 22
S.F. _____ H.F. _____ practices related to bioretention, landscaping, the use of 1 permeable or pervious pavement, and soil quality restoration. 2 The moneys shall be allocated on a cost-share basis as provided 3 in chapter 161A . 4 7. Notwithstanding any other provision of law to the 5 contrary, the department may use moneys appropriated in 6 subsection 1 to carry out the provisions of this section on a 7 cost-share basis in combination with other moneys available to 8 the department from a state or federal source. 9 8. Not more than 10 percent of the moneys appropriated in 10 this section may be used to pay for the costs of administering 11 and implementing the water quality initiative by the 12 department’s division of soil conservation and water quality as 13 provided in section 466B.42 and this section. 14 DIVISION VII 15 IOWA RESOURCES ENHANCEMENT AND PROTECTION —— OPEN SPACES 16 Sec. 20. REAP —— IN LIEU OF GENERAL FUND APPROPRIATION. Notwithstanding section 455A.19, subsection 1 , 27 paragraph “a”, subparagraph (1), of the moneys allocated to 28 the open spaces account of the Iowa resources enhancement and 29 protection fund, up to $1,000,000 may be used by the department 30 of natural resources for state park maintenance, development, 31 operations, and facility refurbishment for the fiscal year 32 beginning July 1, 2024, and ending on June 30, 2025. 33 EXPLANATION 34 The inclusion of this explanation does not constitute agreement with 35 -19- LSB 5010XG (5) 90 da/js 19/ 22

This bill relates to agriculture and natural 2 resources by making appropriations for FY 2024-2025 to support 3 related entities, including the department of agriculture and 4 land stewardship (DALS), the department of natural resources 5 (DNR), Iowa state university (ISU), and the university of Iowa 6 (UI). 7 The bill primarily appropriates moneys to DALS and DNR. 8 The appropriations are made to support those departments for 9 administration, regulation, and support of programs. The bill 10 requires the departments to submit quarterly reports to the 11 general assembly and department of management regarding the 12 expenditure of appropriated moneys. The bill also provides 13 moneys to support specific programs or projects administered by 14 those departments. 15 The bill primarily appropriates moneys from the state 16 general fund (GF) and the environment first fund (EFF) to 17 support DALS and DNR, but also UI and ISU, and to support 18 a number of designated activities, projects, and programs 19 administered by those agencies. General appropriations are 20 made from other major sources, including the state fish and 21 game protection fund (SFGPF) and the groundwater protection 22 fund (GPF), both administered by DNR. Finally, appropriations 23 are made from and to a number of dedicated sources, including 24 the resources enhancement and protection (REAP) fund 25 administered by DNR, and the renewable fuel infrastructure 26 fund (RFIF) and the water quality initiative fund (WQIF) 27 administered by DALS. 28 DALS —— GF APPROPRIATIONS. The bill appropriates moneys 29 to DALS from the GF in order to support its administrative 30 divisions, including consumer protection and industry services, 31 soil conservation, and food safety and animal health. The bill makes special 6 appropriations from the GF to DALS in order to support specific 7 purposes including milk inspection, the local food and farm 8 program, an agricultural education organization, foreign animal 9 disease preparedness, assistance to farmers with disabilities, 10 loess hills protections, southern Iowa development and 11 conservation, grain regulation, a value added agriculture grant 12 program, the choose Iowa promotional program, and the dairy 13 innovation fund. 14 DNR —— GF AND OTHER MAJOR FUNDS APPROPRIATIONS. The bill 15 makes appropriations from a number of funds to DNR in order 16 to support its administrative divisions involving natural 17 resources and environmental protection from the GF, the SFGPF, 18 and the GPF. 19 DNR —— DESIGNATED APPROPRIATIONS FROM MISCELLANEOUS FUNDS. 20 The bill appropriates moneys to DNR from a number of sources 21 to support designated purposes, including moneys deposited in 22 the special snowmobile fund to provide for administering and 23 enforcing the state snowmobile programs; and moneys deposited 24 in the unassigned revenue fund for purposes of paying for 25 administration of DNR’s underground storage tanks section. 26 DNR —— SPECIAL GF APPROPRIATIONS. The bill makes special 27 appropriations from the GF to DNR in order to support specific 28 purposes including floodplain management, dam safety and 29 forestry health management programs, and state parks. 30 ISU —— SPECIAL GF APPROPRIATIONS. The bill appropriates 31 moneys from the GF to ISU to support the operation of its 32 veterinary diagnostic laboratory and livestock disease 33 research. 34 ISU —— DESIGNATED APPROPRIATIONS FROM MISCELLANEOUS FUNDS. 35 -21- LSB 5010XG (5) 90 da/js 21/ 22

The bill appropriates 3 moneys from the GF to UI to support the operations of Iowa’s 4 center for agricultural safety and health, which is part of 5 UI’s college of public health. 6 DALS, DNR, AND UI —— EFF —— GENERAL APPROPRIATIONS. The 7 bill appropriates moneys from the EFF to support a number of 8 programs administered by DALS, DNR, and UI. For DALS, the 9 moneys are appropriated to support programs involving soil 10 conservation, watershed protection and nutrient management, 11 and the loess hills development and conservation fund. For 12 DNR, moneys are appropriated to support programs involving 13 state parks, geographic information systems, water quality 14 monitoring, public water supplies, regulation of animal feeding 15 operations, air quality, and floodplain management and dam 16 safety. For UI, moneys are appropriated to support the Iowa 17 geological survey. The bill includes provisions that delay the 18 reversion of these moneys. 19 EFF —— SPECIAL APPROPRIATIONS FOR WQIF. The bill 20 appropriates moneys from the EFF to the WQIF subject to certain 21 conditions. 22 REAP FUND —— EFF APPROPRIATION IN LIEU OF GF APPROPRIATION. 23 The bill appropriates moneys from the EFF to the REAP 24 fund instead of the $20 million otherwise required to be 25 appropriated to the REAP fund from the GF.
