256.16,
subsection
1,
paragraph
a,
1
subparagraph
(2),
Code
2018,
is
amended
to
read
as
follows:

(2)
Administer,
prior
to
a
student’s
completion
of
the
3
practitioner
preparation
program
and
subject
to
the
director’s
4
approval,
subject
assessments
designed
by
a
nationally
5
recognized
testing
service
that
measure
pedagogy
and
knowledge
6
of
at
least
one
subject
area;
or,
a
valid
and
reliable
7
subject-area-specific,
performance-based
assessment
for
8
preservice
teacher
candidates,
centered
on
student
learning.

A
student
shall
not
successfully
complete
the
program
unless
10
the
scores
achieved
by
the
student
achieves
scores
on
the
11
assessments
administered
under
this
subparagraph
are
at
or
12
above
the
twenty-fifth
percentile
nationally
on
the
assessments
13
administered
pursuant
to
this
subparagraph
minimum
scores
set
14
by
the
board
of
educational
examiners
in
collaboration
with
15
the
state
board
of
education
.
In
determining
minimum
scores
16
for
purposes
of
this
subparagraph,
the
board
of
educational
17
examiners
in
collaboration
with
the
state
board
of
education
18
shall
review
average
scores
achieved
nationally.
The
board
of
19
educational
examiners
in
collaboration
with
the
state
board
of
20
education
shall
review
the
minimum
scores
set
for
purposes
of
21
this
subparagraph
every
five
years.

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
requires
the
board
of
educational
examiners

in
collaboration
with
the
state
board
of
education
to
set
27
the
minimum
score
on
state-mandated
subject
assessments
28
students
must
achieve
to
successfully
complete
a
practitioner
29
preparation
program
and
for
initial
teacher
licensure.
30
The
board
of
educational
examiners,
in
collaboration
with
31
the
state
board,
must
review
and
consider
the
average
scores
32
achieved
nationally
on
the
assessments
and
review
Iowa’s
33
minimum
scores
every
five
years.
