There is appropriated from the rebuild Iowa 4 infrastructure fund created in section 8.57 to the following 5 departments and agencies for the following fiscal years, the 6 following amounts, or so much thereof as is necessary, to be 7 used for the purposes designated: 8 1. DEPARTMENT OF ADMINISTRATIVE SERVICES 9 a. S.F. _____ coordinating council. 1 (b) The moneys appropriated in this lettered paragraph 2 shall be used to support demonstration projects in watersheds 3 generally, including regional watersheds, as designated by the 4 division and high-priority watersheds identified by the water 5 resources coordinating council. 6 (3) In supporting projects in watersheds and subwatersheds 7 as provided in subparagraph (2), all of the following apply: 8 (a) The demonstration projects must utilize water quality 9 practices as described in the latest revision of the document 10 entitled “Iowa Nutrient Reduction Strategy” initially presented 11 in November 2012 by the department of agriculture and land 12 stewardship, the department of natural resources, and Iowa 13 state university of science and technology. 14 (b) The division shall implement demonstration projects 15 as provided in subparagraph division (a) by providing 16 for participation by persons who hold a legal interest in 17 agricultural land used in farming. To every extent practical, 18 the division shall provide for collaborative participation by 19 such persons who hold a legal interest in agricultural land 20 located within the same subwatershed. 21 (c) The division shall implement demonstration projects on 22 a cost-share basis as determined by the division. Except for 23 edge-of-field practices, the state’s share of the amount shall 24 not exceed 50 percent of the estimated cost of establishing the 25 practice as determined by the division or 50 percent of the 26 actual cost of establishing the practice, whichever is less. 27 (d) The demonstration projects shall be used to educate 28 other persons about the feasibility and value of establishing 29 similar water quality practices. The division shall promote 30 field day events for purposes of allowing interested persons to 31 establish water quality practices on such persons’ agricultural 32 land. 33 (e) The division shall conduct water quality evaluations 34 within supported subwatersheds. S.F. _____ after accumulating information from such evaluations, the 1 division shall create an aggregated database of water quality 2 practices. Any information identifying a person holding a 3 legal interest in agricultural land or specific agricultural 4 land shall be a confidential record. 5 (4) The moneys appropriated in this lettered paragraph 6 shall be used to support education and outreach in a manner 7 that encourages persons who hold a legal interest in 8 agricultural land used for farming to implement water quality 9 practices, including the establishment of such practices in 10 watersheds generally, and not limited to subwatersheds or 11 high-priority watersheds. 12 (5) The moneys appropriated in this lettered paragraph 13 may be used to contract with persons to coordinate the 14 implementation of efforts provided in this paragraph. 15 (6) The moneys appropriated in this lettered paragraph 16 may be used by the department to support urban soil and water 17 conservation efforts, which may include but are not limited 18 to management practices related to bioretention, landscaping, 19 the use of permeable or pervious pavement, and soil quality 20 restoration. The moneys shall be allocated on a cost-share 21 basis as provided in chapter 161A . 22 (7) Notwithstanding any other provision of law to the 23 contrary, the department may use moneys appropriated in 24 this lettered paragraph to carry out the provisions of this 25 paragraph on a cost-share basis in combination with other 26 moneys available to the department from a state or federal 27 source. 28 (8) Not more than 10 percent of the moneys appropriated in 29 this lettered paragraph may be used for costs of administration 30 and implementation of the water quality initiative administered 31 by the soil conservation division. 32 b. REVERSION. 20 1. Except as provided in subsection 2, for purposes 21 of section 8.33 , unless specifically provided otherwise, 22 unencumbered or unobligated moneys made from an appropriation 23 in this division of this Act shall not revert but shall remain 24 available for expenditure for the purposes designated until the 25 close of the fiscal year that ends three years after the end of 26 the fiscal year for which the appropriation is made. Section 8.57C, subsection 3, paragraph k, Code 24 2024, is amended by striking the paragraph and inserting in 25 lieu thereof the following: 26 k. There is appropriated from the rebuild Iowa 27 infrastructure fund for the fiscal year beginning July 1, 28 2024, and ending June 30, 2025, the sum of twenty-one million 29 ninety-seven thousand eight hundred seventy-three dollars to 30 the technology reinvestment fund, notwithstanding section 8.57, 31 subsection 5, paragraph “c” . 32 EXPLANATION 33 The inclusion of this explanation does not constitute agreement with 34 the explanation’s substance by the members of the general assembly. 35 -15- LSB 5008XC (4) 90 th/ns 15/ 17
S.F. _____ This bill relates to and makes appropriations from the 1 rebuild Iowa infrastructure fund (RIIF) and the technology 2 reinvestment fund (TRF) and provides for related matters. The 3 bill is organized by divisions. 4 REBUILD IOWA INFRASTRUCTURE FUND. This division 5 appropriates project funding from RIIF for multiple fiscal 6 years for projects for the departments of administrative 7 services, agriculture and land stewardship, the blind, health 8 and human services, natural resources, public defense, public 9 safety, transportation, and veterans affairs, and for the 10 economic development authority, treasurer of state, board of 11 regents, and judicial branch. As part of an appropriation 12 from RIIF, the bill reduces a standing appropriation from the 13 general fund to the renewable fuel infrastructure fund to zero 14 for FY 2024-2025. The bill transfers moneys from RIIF to the 15 Iowa major events and tourism fund, if enacted by 2024 Iowa 16 Acts, Senate File 2419, or successor legislation. 17 TECHNOLOGY REINVESTMENT FUND. This division appropriates 18 project funding for FY 2024-2025 from TRF for projects for the 19 departments of justice, corrections, education, health and 20 human services, homeland security and emergency management, 21 management, revenue, and natural resources, and for the 22 secretary of state and treasurer of state. 23 CHANGES TO PRIOR APPROPRIATIONS. This division delays 24 the reversion of all of the following: an FY 2019-2020 25 appropriation from TRF to the department of health and human 26 services for the upgrade of the Medicaid management information 27 system, an FY 2021-2022 appropriation from RIIF to the 28 department of corrections for the remodel and expansion of the 29 kitchen and visitation areas at the Clarinda treatment complex, 30 an FY 2021-2022 appropriation from TRF to the department 31 of inspections and appeals (currently the department of 32 inspections, appeals, and licensing) for a registry of children 33 receiving foster care, and an FY 2022-2023 appropriation from 34 RIIF to the department of corrections for kitchen equipment 35 -16- LSB 5008XC (4) 90 th/ns 16/ 17
