2 | AMENDMENT NO. ______. Amend House Bill 184 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 5. The Department of Public Health Powers and | ||||||
5 | Duties Law of the
Civil Administrative Code of Illinois is | ||||||
6 | amended by adding Section 2310-685 as follows:
| ||||||
7 | (20 ILCS 2310/2310-685 new) | ||||||
8 | Sec. 2310-685. Cytomegalovirus public education program. | ||||||
9 | (a) In this Section: | ||||||
10 | "CMV" means cytomegalovirus. | ||||||
11 | "Health care provider" means any physician, hospital | ||||||
12 | facility, or other
person that is licensed or otherwise | ||||||
13 | authorized to deliver health care
services. | ||||||
14 | (b) The Department shall develop or approve and publish | ||||||
15 | informational materials for women who may become pregnant, | ||||||
16 | expectant parents, and parents of infants regarding: |

1 | (1) the incidence of CMV; | ||||||
2 | (2) the transmission of CMV to pregnant women and women | ||||||
3 | who may become pregnant; | ||||||
4 | (3) birth defects caused by congenital CMV; | ||||||
5 | (4) methods of diagnosing congenital CMV; | ||||||
6 | (5) available preventive measures to avoid the | ||||||
7 | infection of women who are pregnant or may become pregnant; | ||||||
8 | and | ||||||
9 | (6) treatment options available for children born with | ||||||
10 | congenital CMV. | ||||||
11 | (c) The Department shall publish the information required | ||||||
12 | to be published under subsection (b) on its Internet website. | ||||||
13 | The Department may not charge a fee for physical copies of the | ||||||
14 | materials. The Department shall provide appropriate quantities | ||||||
15 | of the materials to any person upon request. | ||||||
16 | (d) The Department shall establish an outreach program to: | ||||||
17 | (1) educate women who may become pregnant, expectant | ||||||
18 | parents, and parents of infants about CMV; and | ||||||
19 | (2) raise awareness of CMV among health care providers | ||||||
20 | who provide care to expectant mothers or infants. | ||||||
21 | (e) The Department may solicit and accept the assistance of | ||||||
22 | any relevant medical associations or community resources, | ||||||
23 | including faith-based resources, to promote education about | ||||||
24 | CMV under this Section. | ||||||
25 | (f) If a newborn infant fails the 2 initial hearing | ||||||
26 | screenings in the hospital, then the hospital performing that |

1 | screening shall provide to the parents of the newborn infant | ||||||
2 | information regarding: (i) birth defects caused by congenital | ||||||
3 | CMV; (ii) testing opportunities and options for CMV, including | ||||||
4 | the opportunity to test for CMV before leaving the hospital; | ||||||
5 | and (iii) available early intervention services. The | ||||||
6 | Department shall develop or approve materials for parents | ||||||
7 | described in this subsection (d) and post the materials on its | ||||||
8 | website. Health care providers may use the materials developed | ||||||
9 | by the Department. | ||||||
10 | (g) The Department shall adopt rules necessary to implement | ||||||
11 | this Section. ".
