AMENDMENT TO HOUSE BILL 1199
AMENDMENT NO. ______. Amend House Bill 1199 by replacing
everything after the enacting clause with the following:
"Section 5. The State Designations Act is amended by
adding Section 56.3 as follows:
(5 ILCS 460/56.3 new)
Sec. 56.3. Official State bean. The soybean is designated
as the official State bean of the State of Illinois.
Section 10. The State Commemorative Dates Act is amended
by adding Sections 5.01, 5.02, 5.03, 5.04, 5.05, 5.06, 5.07,
5.08, 5.09, 5.10, 5.11, 5.12, 5.13, and 194.5 as follows:
(5 ILCS 490/5.01 new)
Sec. 5.01. Black History Month. The month of February of
each year is designated as Black History Month to be observed

throughout the State as a month to serve as both a celebration
and a powerful reminder that Black history is American history
and that Black culture is American culture and to recognize
the contributions and influence of Black Americans on American
history, identity, achievement, arts, culture, and innovation.

Sec. 5.02. Women's History Month. The month of March of
each year is designated as Women's History Month to be
observed throughout the State as a month to celebrate the
generations of women who have fought tirelessly and
courageously for equality and justice and who are committed to
advancing rights and opportunities for women and girls in the
United States and around the world.

Sec. 5.03. Irish-American Heritage Month. The month of
March of each year is designated as Irish-American Heritage
Month to be observed throughout the State as a month to
recognize the contributions and influence of the Irish on
American history, achievement, culture, and innovation.

Sec. 5.04. Child Abuse Prevention Month. The month of
April of each year is designated as Child Abuse Prevention
Month to be observed throughout the State to promote the

awareness and prevention of child abuse in the State, to bring
recognition to child abuse survivors, and to honor those who
tragically died as a result of abuse and neglect.

Sec. 5.05. Autism Awareness Month. The month of April of
each year is designated as Autism Awareness Month to be
observed throughout the State to promote the awareness and
need for supporting, understanding, accepting, including, and
empowering people on the autism spectrum and to foster the
inclusion of autistic voices in advocacy and policymaking
decisions in the United States.

Sec. 5.06. Asian-American and Pacific Islander Heritage
Month. The month of May of each year is designated as
Asian-American and Pacific Islander Heritage Month to be
observed throughout the State as a month to recognize the
immeasurable contributions and influence of Asian Americans
and Pacific Islanders on the prosperity of the State.

Sec. 5.07. Jewish-American Heritage Month. The month of
May of each year is designated as Jewish-American Heritage
Month to be observed throughout the State as a month to
celebrate the vibrancy and importance of Illinois'

Jewish-American citizens whose accomplishments and
contributions strengthen and enrich culture, governance, the
economy, education, and all aspects of community life in the
State.

Sec. 5.08. LGBTQ+ Pride Month. The month of June of each
year is designated as LGBTQ+ Pride Month to be observed
throughout the State as a month to recognize the beautiful
diversity of LGBTQ+ communities while acknowledging that the
movement to advance the human rights of LGBTQ+ persons has
been one of both struggle and progress and that all
Illinoisans can contribute to the movement by uplifting
inclusion and equity for all.

Sec. 5.09. Disability Pride Month. The month of July of
each year is designated as Disability Pride Month to be
observed throughout the State as a month to celebrate disabled
persons embracing their disabilities as integral parts of who
they are, reclaiming visibility in public, and interacting
fully with their disabilities unapologetically.

Sec. 5.10. National Hispanic American Heritage Month. The
month of September 15 to October 15 of each year is designated

as National Hispanic American Heritage Month as a time to
recognize and celebrate the many contributions, diverse
cultures, and extensive histories of the Hispanic and Latino
American community. The month serves as a powerful reminder of
not only where Latino communities have come from, but also
their successes and the ways in which representation in
government contributes to that success.

Sec. 5.11. Italian-American Heritage Month. The month of
October of each year is designated as Italian-American
Heritage Month to be observed throughout the State as a month
to recognize and celebrate the cultural heritage,
contributions, and influence of Italians on American history,
achievement, culture, and innovation.

Sec. 5.12. Polish-American Heritage Month. The month of
October of each year is designated as Polish-American Heritage
Month to be observed throughout the State as a month to
recognize the contributions and lasting impact of the Polish
people on American history, achievement, culture, identity,
growth, and innovation.

Sec. 5.13. Native American Heritage Month. The month of

November of each year is designated as Native American
Heritage Month to be observed throughout the State as a month
to celebrate rich and diverse cultures, traditions, and
histories of Native American communities and to acknowledge
the importance of indigenous peoples' contributions to
Illinois and to the United States.
(5 ILCS 490/194.5 new)
Sec. 194.5. United States Constitution Day. September 17
of each year is designated as United States Constitution Day,
to be observed throughout the State as a day to celebrate and
remember the founding document of the United States and the
founding principles of the United States.
Section 99. Effective date. This Act takes effect upon
becoming law.".
