AMENDMENT TO HOUSE BILL 1199
2 AMENDMENT NO. ______. Amend House Bill 1199 by replacing
3everything after the enacting clause with the following:
4 "Section 5. The State Designations Act is amended by
5adding Section 56.3 as follows:
6 (5 ILCS 460/56.3 new)
7 Sec. 56.3. Official State bean. The soybean is designated
8as the official State bean of the State of Illinois.
9 Section 10. The State Commemorative Dates Act is amended
10by adding Sections 5.01, 5.02, 5.03, 5.04, 5.05, 5.06, 5.07,
115.08, 5.09, 5.10, 5.11, 5.12, 5.13, and 194.5 as follows:
12 (5 ILCS 490/5.01 new)
13 Sec. 5.01. Black History Month. The month of February of
14each year is designated as Black History Month to be observed

1throughout the State as a month to serve as both a celebration
2and a powerful reminder that Black history is American history
3and that Black culture is American culture and to recognize
4the contributions and influence of Black Americans on American
5history, identity, achievement, arts, culture, and innovation.
6 (5 ILCS 490/5.02 new)
7 Sec. 5.02. Women's History Month. The month of March of
8each year is designated as Women's History Month to be
9observed throughout the State as a month to celebrate the
10generations of women who have fought tirelessly and
11courageously for equality and justice and who are committed to
12advancing rights and opportunities for women and girls in the
13United States and around the world.
14 (5 ILCS 490/5.03 new)
15 Sec. 5.03. Irish-American Heritage Month. The month of
16March of each year is designated as Irish-American Heritage
17Month to be observed throughout the State as a month to
18recognize the contributions and influence of the Irish on
19American history, achievement, culture, and innovation.
20 (5 ILCS 490/5.04 new)
21 Sec. 5.04. Child Abuse Prevention Month. The month of
22April of each year is designated as Child Abuse Prevention
23Month to be observed throughout the State to promote the

1awareness and prevention of child abuse in the State, to bring
2recognition to child abuse survivors, and to honor those who
3tragically died as a result of abuse and neglect.
4 (5 ILCS 490/5.05 new)
5 Sec. 5.05. Autism Awareness Month. The month of April of
6each year is designated as Autism Awareness Month to be
7observed throughout the State to promote the awareness and
8need for supporting, understanding, accepting, including, and
9empowering people on the autism spectrum and to foster the
10inclusion of autistic voices in advocacy and policymaking
11decisions in the United States.

13 Sec. 5.06. Asian-American and Pacific Islander Heritage
14Month. The month of May of each year is designated as
15Asian-American and Pacific Islander Heritage Month to be
16observed throughout the State as a month to recognize the
17immeasurable contributions and influence of Asian Americans
18and Pacific Islanders on the prosperity of the State.

20 Sec. 5.07. Jewish-American Heritage Month. The month of
21May of each year is designated as Jewish-American Heritage
22Month to be observed throughout the State as a month to
23celebrate the vibrancy and importance of Illinois'

1Jewish-American citizens whose accomplishments and
2contributions strengthen and enrich culture, governance, the
3economy, education, and all aspects of community life in the
4State.
5 (5 ILCS 490/5.08 new)
6 Sec. 5.08. LGBTQ+ Pride Month. The month of June of each
7year is designated as LGBTQ+ Pride Month to be observed
8throughout the State as a month to recognize the beautiful
9diversity of LGBTQ+ communities while acknowledging that the
10movement to advance the human rights of LGBTQ+ persons has
11been one of both struggle and progress and that all
12Illinoisans can contribute to the movement by uplifting
13inclusion and equity for all.
14 (5 ILCS 490/5.09 new)
15 Sec. 5.09. Disability Pride Month. The month of July of
16each year is designated as Disability Pride Month to be
17observed throughout the State as a month to celebrate disabled
18persons embracing their disabilities as integral parts of who
19they are, reclaiming visibility in public, and interacting
20fully with their disabilities unapologetically.

22 Sec. 5.10. National Hispanic American Heritage Month. The
23month of September 15 to October 15 of each year is designated

1as National Hispanic American Heritage Month as a time to
2recognize and celebrate the many contributions, diverse
3cultures, and extensive histories of the Hispanic and Latino
4American community. The month serves as a powerful reminder of
5not only where Latino communities have come from, but also
6their successes and the ways in which representation in
7government contributes to that success.
8 (5 ILCS 490/5.11 new)
9 Sec. 5.11. Italian-American Heritage Month. The month of
10October of each year is designated as Italian-American
11Heritage Month to be observed throughout the State as a month
12to recognize and celebrate the cultural heritage,
13contributions, and influence of Italians on American history,
14achievement, culture, and innovation.
15 (5 ILCS 490/5.12 new)
16 Sec. 5.12. Polish-American Heritage Month. The month of
17October of each year is designated as Polish-American Heritage
18Month to be observed throughout the State as a month to
19recognize the contributions and lasting impact of the Polish
20people on American history, achievement, culture, identity,
21growth, and innovation.
22 (5 ILCS 490/5.13 new)
23 Sec. 5.13. Native American Heritage Month. The month of

1November of each year is designated as Native American
2Heritage Month to be observed throughout the State as a month
3to celebrate rich and diverse cultures, traditions, and
4histories of Native American communities and to acknowledge
5the importance of indigenous peoples' contributions to
6Illinois and to the United States.
7 (5 ILCS 490/194.5 new)
8 Sec. 194.5. United States Constitution Day. September 17
9of each year is designated as United States Constitution Day,
10to be observed throughout the State as a day to celebrate and
11remember the founding document of the United States and the
12founding principles of the United States.
13 Section 99. Effective date. This Act takes effect upon
14becoming law.".
