2 | AMENDMENT NO. ______. Amend House Bill 1199 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 5. The State Designations Act is amended by | ||||||
5 | adding Section 56.3 as follows:
| ||||||
6 | (5 ILCS 460/56.3 new) | ||||||
7 | Sec. 56.3. Official State bean. The soybean is designated | ||||||
8 | as the official State bean of the State of Illinois.
| ||||||
9 | Section 10. The State Commemorative Dates Act is amended | ||||||
10 | by adding Sections 5.01, 5.02, 5.03, 5.04, 5.05, 5.06, 5.07, | ||||||
11 | 5.08, 5.09, 5.10, 5.11, 5.12, 5.13, and 194.5 as follows:

13 | Sec. 5.01. Black History Month. The month of February of | ||||||
14 | each year is designated as Black History Month to be observed |

2 | and a powerful reminder that Black history is American history | ||||||
3 | and that Black culture is American culture and to recognize | ||||||
4 | the contributions and influence of Black Americans on American | ||||||
5 | history, identity, achievement, arts, culture, and innovation.

7 | Sec. 5.02. Women's History Month. The month of March of | ||||||
8 | each year is designated as Women's History Month to be | ||||||
9 | observed throughout the State as a month to celebrate the | ||||||
10 | generations of women who have fought tirelessly and | ||||||
11 | courageously for equality and justice and who are committed to | ||||||
12 | advancing rights and opportunities for women and girls in the | ||||||
13 | United States and around the world.

15 | Sec. 5.03. Irish-American Heritage Month. The month of | ||||||
16 | March of each year is designated as Irish-American Heritage | ||||||
17 | Month to be observed throughout the State as a month to | ||||||
18 | recognize the contributions and influence of the Irish on | ||||||
19 | American history, achievement, culture, and innovation.

21 | Sec. 5.04. Child Abuse Prevention Month. The month of | ||||||
22 | April of each year is designated as Child Abuse Prevention | ||||||
23 | Month to be observed throughout the State to promote the |

2 | recognition to child abuse survivors, and to honor those who | ||||||
3 | tragically died as a result of abuse and neglect.

5 | Sec. 5.05. Autism Awareness Month. The month of April of | ||||||
6 | each year is designated as Autism Awareness Month to be | ||||||
7 | observed throughout the State to promote the awareness and | ||||||
8 | need for supporting, understanding, accepting, including, and | ||||||
9 | empowering people on the autism spectrum and to foster the | ||||||
10 | inclusion of autistic voices in advocacy and policymaking | ||||||
11 | decisions in the United States.

13 | Sec. 5.06. Asian-American and Pacific Islander Heritage | ||||||
14 | Month. The month of May of each year is designated as | ||||||
15 | Asian-American and Pacific Islander Heritage Month to be | ||||||
16 | observed throughout the State as a month to recognize the | ||||||
17 | immeasurable contributions and influence of Asian Americans | ||||||
18 | and Pacific Islanders on the prosperity of the State.

20 | Sec. 5.07. Jewish-American Heritage Month. The month of | ||||||
21 | May of each year is designated as Jewish-American Heritage | ||||||
22 | Month to be observed throughout the State as a month to | ||||||
23 | celebrate the vibrancy and importance of Illinois' |

1 | Jewish-American citizens whose accomplishments and | ||||||
2 | contributions strengthen and enrich culture, governance, the | ||||||
3 | economy, education, and all aspects of community life in the | ||||||
4 | State.

5 | (5 ILCS 490/5.08 new) | ||||||
6 | Sec. 5.08. LGBTQ+ Pride Month. The month of June of each | ||||||
7 | year is designated as LGBTQ+ Pride Month to be observed | ||||||
8 | throughout the State as a month to recognize the beautiful | ||||||
9 | diversity of LGBTQ+ communities while acknowledging that the | ||||||
10 | movement to advance the human rights of LGBTQ+ persons has | ||||||
11 | been one of both struggle and progress and that all | ||||||
12 | Illinoisans can contribute to the movement by uplifting | ||||||
13 | inclusion and equity for all.

14 | (5 ILCS 490/5.09 new) | ||||||
15 | Sec. 5.09. Disability Pride Month. The month of July of | ||||||
16 | each year is designated as Disability Pride Month to be | ||||||
17 | observed throughout the State as a month to celebrate disabled | ||||||
18 | persons embracing their disabilities as integral parts of who | ||||||
19 | they are, reclaiming visibility in public, and interacting | ||||||
20 | fully with their disabilities unapologetically.

22 | Sec. 5.10. National Hispanic American Heritage Month. The | ||||||
23 | month of September 15 to October 15 of each year is designated |

2 | recognize and celebrate the many contributions, diverse | ||||||
3 | cultures, and extensive histories of the Hispanic and Latino | ||||||
4 | American community. The month serves as a powerful reminder of | ||||||
5 | not only where Latino communities have come from, but also | ||||||
6 | their successes and the ways in which representation in | ||||||
7 | government contributes to that success.

9 | Sec. 5.11. Italian-American Heritage Month. The month of | ||||||
10 | October of each year is designated as Italian-American | ||||||
11 | Heritage Month to be observed throughout the State as a month | ||||||
12 | to recognize and celebrate the cultural heritage, | ||||||
13 | contributions, and influence of Italians on American history, | ||||||
14 | achievement, culture, and innovation.

16 | Sec. 5.12. Polish-American Heritage Month. The month of | ||||||

19 | recognize the contributions and lasting impact of the Polish | ||||||
20 | people on American history, achievement, culture, identity, | ||||||
21 | growth, and innovation.

23 | Sec. 5.13. Native American Heritage Month. The month of |

6 | Illinois and to the United States.

8 | Sec. 194.5. United States Constitution Day. September 17 | ||||||
9 | of each year is designated as United States Constitution Day, | ||||||
10 | to be observed throughout the State as a day to celebrate and | ||||||
11 | remember the founding document of the United States and the | ||||||
12 | founding principles of the United States.

13 | Section 99. Effective date. This Act takes effect upon | ||||||
14 | becoming law.".
