AMENDMENT TO HOUSE BILL 1778
2 AMENDMENT NO. ______. Amend House Bill 1778 by replacing
3everything after the enacting clause with the following:
4 "Section 1. This Act may be referred to as the Beyond
5Charity Law.
6 Section 5. The School Code is amended by adding Sections
710-20.75 and 34-18.67 as follows:
8 (105 ILCS 5/10-20.75 new)
9 Sec. 10-20.75. Identification cards; suicide prevention
10information. Each school district that serves pupils in any of
11grades 6 through 12 and that issues an identification card to
12pupils in any of grades 6 through 12 shall provide contact
13information for the National Suicide Prevention Lifeline
14(988), the Crisis Text Line, and either the Safe2Help Illinois
15helpline or a local suicide prevention hotline or both on the

1identification card. The contact information shall identify
2each helpline that may be contacted through text messaging.
3The contact information shall be included in the school's
4student handbook and also the student planner if a student
5planner is custom printed by the school for distribution to
6pupils in any of grades 6 through 12.

8 Sec. 34-18.67. Identification cards; suicide prevention
9information. If the school district issues an identification
10card to pupils in any of grades 6 through 12, the district
11shall provide contact information for the National Suicide
12Prevention Lifeline (988), the Crisis Text Line, and either
13the Safe2Help Illinois helpline or a local suicide prevention
14hotline or both on the identification card. The contact
15information shall identify each helpline that may be contacted
16through text messaging. The contact information shall be
17included in the school's student handbook and also the student
18planner if a student planner is custom printed by the school
19for distribution to pupils in any of grades 6 through 12.
20 Section 10. The Mental Health Early Action on Campus Act
21is amended by changing Section 25 as follows:
22 (110 ILCS 58/25)
23 Sec. 25. Awareness. To raise mental health awareness on

1college campuses, each public college or university must do
2all of the following:
3 (1) Develop and implement an annual student
4 orientation session aimed at raising awareness about
5 mental health conditions.
6 (2) Assess courses and seminars available to students
7 through their regular academic experiences and implement
8 mental health awareness curricula if opportunities for
9 integration exist.
10 (3) Create and feature a page on its website or mobile
11 application with information dedicated solely to the
12 mental health resources available to students at the
13 public college or university and in the surrounding
14 community.
15 (4) Distribute messages related to mental health
16 resources that encourage help-seeking behavior through the
17 online learning platform of the public college or
18 university during high stress periods of the academic
19 year, including, but not limited to, midterm or final
20 examinations. These stigma-reducing strategies must be
21 based on documented best practices.
22 (5) Three years after the effective date of this Act,
23 implement an online screening tool to raise awareness and
24 establish a mechanism to link or refer students of the
25 public college or university to services. Screenings and
26 resources must be available year round for students and,

1 at a minimum, must (i) include validated screening tools
2 for depression, an anxiety disorder, an eating disorder,
3 substance use, alcohol-use disorder, post-traumatic stress
4 disorder, and bipolar disorder, (ii) provide resources for
5 immediate connection to services, if indicated, including
6 emergency resources, (iii) provide general information
7 about all mental health-related resources available to
8 students of the public college or university, and (iv)
9 function anonymously.
10 (6) At least once per term and at times of high
11 academic stress, including midterm or final examinations,
12 provide students information regarding online screenings
13 and resources.
14 (7) Provide contact information for the National
15 Suicide Prevention Lifeline (988), the Crisis Text Line,
16 and a local suicide prevention hotline on each student
17 identification card issued by the public college or
18 university if the public college or university issues
19 student identification cards. The contact information
20 shall identify each helpline that may be contacted through
21 text messaging. The contact information shall be included
22 in the public college's or university's student handbook
23 and also the student planner if a student planner is
24 custom printed by the public college or university for
25 distribution to students.
