AMENDMENT TO HOUSE BILL 2487
2 AMENDMENT NO. ______. Amend House Bill 2487 by replacing
3everything after the enacting clause with the following:
4 "Section 1. Short title. This Act may be cited as the
5Justice40 Oversight Committee Act.
6 Section 5. Purpose; findings.
7 (a) The purpose of this Act is to further the interest of
8the State of Illinois in Justice40, an initiative to deliver
9at least 40% of the overall benefits from federal investments
10in climate and clean energy to disadvantaged communities.
11 (b) The General Assembly finds that disadvantaged
12communities bear a disproportionate burden from the effects of
13climate change. The State of Illinois has a responsibility to
14protect these communities and to enable the use of these
15resources and must adequately prepare to make robust policy
16suggestions in consultation with residents from disadvantaged

1communities, advocates, and industries.
2 Section 10. Definition. In this Act, "Oversight Committee"
3means the Justice40 Oversight Committee established under
4Section 15.
5 Section 15. Justice40 Oversight Committee; duties.
6 (a) The Justice40 Oversight Committee is established. The
7Oversight Committee shall:
8 (1) make findings, conclusions, and recommendations
9 regarding environmental justice in this State and uses of
10 federal funds provided to the State for environmental
11 justice;
12 (2) submit an initial report delineating the Oversight
13 Committee's findings, conclusions, and recommendations to
14 the General Assembly no later than June 30, 2024; and
15 (3) after the initial report under paragraph (2),
16 submit an annual report delineating the Oversight
17 Committee's findings, conclusions, and recommendations to
18 the General Assembly no later than June 30 of each year
19 after 2023.
20 (b) After initial voting members have been appointed under
21Section 20, the Oversight Committee shall meet not less than
22twice each quarter after the effective date of this Act to
23carry out its duties under this Act.

1 Section 20. Appointments; members.
2 (a) Members of the Oversight Committee shall be appointed
3according to subsections (d) and (e) no later than 60 days
4after the effective date of this Act. If a vacancy occurs
5within the Oversight Committee, the vacancy shall be filled in
6a manner consistent with subsections (d) and (e).
7 (b) At the discretion of both of the Co-Chairpersons,
8additional individuals may participate as nonvoting members of
9the Oversight Committee.
10 (c) With the approval of both of the Co-Chairpersons,
11additional individuals may be appointed as voting members of
12the Oversight Committee.
13 (d) The Oversight Committee shall consist of the following
14voting members:
15 (1) four members appointed as follows and who
16 represent, when possible, disadvantaged communities:
17 (A) one member appointed by the Speaker of the
18 House of Representatives, who shall serve as
19 Co-Chairperson;
20 (B) one member appointed by the President of the
21 Senate, who shall serve as Co-Chairperson;
22 (C) one member appointed by the Minority Leader of
23 the Senate;
24 (D) one member appointed by the Minority Leader of
25 the House of Representatives;
26 (2) the Director of the Illinois Environmental

1 Protection Agency or his or her designee;
2 (3) the Director of Public Health or his or her
3 designee;
4 (4) the Secretary of Human Services or his or her
5 designee; and
6 (5) the Secretary of Transportation or his or her
7 designee.
8 (e) The Oversight Committee may, at the discretion of the
9Oversight Committee, consist of the following nonvoting
10members:
11 (1) two representatives from labor organizations;
12 (2) two representatives from a statewide organization
13 representing manufacturers;
14 (3) two representatives from faith-based
15 organizations;
16 (4) two representatives from environmental justice
17 organizations;
18 (5) two representatives from community-based
19 organizations that work to facilitate affordable housing,
20 transportation, or other essential services;
21 (6) two residents of disadvantaged communities; and
22 (7) a person nominated by a federal agency.
23 Section 99. Effective date. This Act takes effect upon
24becoming law.".
