AMENDMENT TO HOUSE BILL 2831
2 AMENDMENT NO. ______. Amend House Bill 2831 by replacing
3everything after the enacting clause with the following:
4 "Section 5. The Department of Human Services Act is
5amended by adding Section 10-75 as follows:
6 (20 ILCS 1305/10-75 new)
7 Sec. 10-75. Homelessness supports in Illinois.
8 (a) The Office to Prevent and End Homelessness (Office) is
9created within the Department of Human Services to facilitate
10the implementation of a strategic plan and initiatives aimed
11at decreasing homelessness and unnecessary
12institutionalization in Illinois, improving health and human
13services outcomes for people who experience homelessness, and
14strengthening the safety nets that contribute to housing
15stability. The Office shall be led by the State Homelessness
16Chief Officer who shall report to the Secretary of the

1Department. The Chief Officer shall also chair the Interagency
2Task Force on Homelessness, co-chair the Community Advisory
3Council on Homelessness, and lead the State's comprehensive
4efforts related to homelessness prevention. The Chief Officer
5shall serve as a policymaker and spokesperson on homelessness
6prevention, including coordinating the multi-agency effort
7through legislation, rules, and budgets and communicating with
8the General Assembly and federal and local leaders on these
9critical issues.
10 (b) The Interagency Task Force on Homelessness is created
11within the Department of Human Services to facilitate and
12implement initiatives related to decreasing homelessness and
13unnecessary institutionalization in this State, improve health
14and human services outcomes for people who experience
15homelessness, and strengthen the safety nets that contribute
16to housing stability. The Task Force shall:
17 (1) Implement the State Plan which is aimed at
18 addressing homelessness and unnecessary
19 institutionalization with the goals of achieving
20 functional zero homelessness, improving health and human
21 services outcomes for people experiencing homelessness,
22 and strengthening the safety nets that contribute to
23 housing stability.
24 (2) Recommend policy, regulatory, and resource changes
25 necessary to accomplish goals and objectives laid out in
26 the State Plan.

1 (3) Serve within State government and in the State at
2 large as an advocate for people experiencing homelessness.
3 (4) Provide leadership for and collaborate with those
4 developing and implementing local plans to end
5 homelessness in Illinois, including, but not limited to,
6 the Community Advisory Council and its members.
7 (5) Recommend the resources needed for successful
8 implementation and oversee that implementation.
9 (6) Recommend and promote effective interagency
10 collaboration and system integration to converge related
11 efforts, including coordination with the Illinois Youth
12 Homelessness Prevention Subcommittee, the Illinois
13 Commission on the Elimination of Poverty, and the Illinois
14 Commission to End Hunger on drafting policy
15 recommendations related to the intersection of
16 homelessness and poverty.
17 (7) Recommend needed policy, regulatory, and resource
18 distribution changes; make oversight recommendations that
19 will ensure accountability, results, and sustained
20 success; and develop specific proposals and
21 recommendations for action to provide to the Governor and
22 the General Assembly.
23 (d) The Task Force may solicit feedback from stakeholders,
24customers, and advocates to inform Task Force recommendations
25as necessary.
26 (e) On or before December 1, 2024, and each year

1thereafter, the Task Force shall submit a report to the
2Governor and General Assembly regarding the Task Force's work
3during the year prior, any new recommendations developed by
4the Task Force, any recommendations made by the Community
5Advisory Council on Homelessness, and any key outcomes and
6measures related to homelessness.
7 (f) The Task Force shall include the following members
8appointed by the Governor:
9 (1) The Chief Homelessness Officer, who shall serve as
10 Chair.
11 (2) The Secretary of Human Services, or his or her
12 designee.
13 (3) The Executive Director of the Illinois Housing
14 Development Authority, or his or her designee.
15 (4) The Director of Healthcare and Family Services, or
16 his or her designee.
17 (5) The Superintendent of the State Board of
18 Education, or his or her designee.
19 (6) The Executive Director of the Board of Higher
20 Education, or his or her designee.
21 (7) The Executive Director of the Illinois Community
22 College Board, or his or her designee.
23 (8) The Director of Corrections, or his or her
24 designee.
25 (9) The Director of Veterans' Affairs, or his or her
26 designee.

1 (10) The Director of Children and Family Services, or
2 his or her designee.
3 (11) The Director of Public Health, or his or her
4 designee.
5 (12) The Director of Aging, or his or her designee.
6 (13) The Director of Juvenile Justice, or his or her
7 designee.
8 (14) The Director of Commerce and Economic
9 Opportunity, or his or her designee.
10 (15) The Director of Employment Security, or his or
11 her designee.
12 (16) The Director of the Illinois State Police, or his
13 or her designee.
14 (17) The Executive Director of the Illinois Criminal
15 Justice Authority, or his or her designee.
16 (18) The Director of the Office of Management and
17 Budget, or his or her designee.
18 (g) The Task Force shall also include the following
19members:
20 (1) One member appointed by the President of the
21 Senate.
22 (2) One member appointed by the Minority Leader of the
23 Senate.
24 (3) One member appointed by the Speaker of the House
25 of Representatives.
26 (4) One member appointed by the Minority Leader of the

1 House of Representatives.
2 (h) The Chair of the Task Force may appoint additional
3representatives from State agencies as needed.
4 (i) The Task Force shall meet at the call of the chair, at
5least 4 times per year. Members shall serve without
6compensation.
7 (j) The Task Force may establish subcommittees to address
8specific issues or populations and may collaborate with
9individuals with relevant expertise who are not members of the
10Task Force to assist the subcommittee in carrying out its
11duties.
12 (k) The Department of Human Services shall provide
13administrative support to the Task Force.
14 (l) Nothing in this Act shall be construed to contravene
15any federal or State law or regulation. Unless specifically
16referenced in this Act, nothing in this Act shall affect or
17alter the existing statutory powers of any State agency or be
18construed as a reassignment or reorganization of any State
19agency.
20 (m) Community Advisory Council. The Community Advisory
21Council on Homelessness is created within the Department of
22Human Services to make recommendations to the Interagency Task
23Force on Homelessness regarding homelessness and unnecessary
24institutionalization with the goals of achieving functional
25zero homelessness, improving health and human services
26outcomes for people experiencing homelessness and

1strengthening the safety nets that contribute to housing
2stability.
3 (1) The Advisory Council shall be co-chaired by the
4 Chief Homelessness Officer and a member of the Advisory
5 Council designated by the Governor. The Advisory Council
6 shall consist of all of the following members appointed by
7 the Governor. Members appointed to the Advisory Council
8 must reflect the racial, ethnic, and geographic diversity
9 of this State. The Chief may include any State agency
10 staff that they deem necessary as ex officio, nonvoting
11 members of the Community Advisory Council.
12 (A) Three members with lived experience of
13 homelessness or housing insecurity, which may include,
14 but are not limited to, formerly incarcerated persons,
15 veterans, and youth (16 to 25 years old).
16 (B) One member representing individuals with
17 disabilities.
18 (C) Two members representing the philanthropic
19 private funding sector.
20 (D) One member representing a statewide behavioral
21 health advocacy organization.
22 (E) One member representing a statewide housing
23 advocacy organization.
24 (F) At least 2 members representing local
25 Continuums of Care.
26 (G) At least 3 members representing local units of

1 government (municipal, county, or township).
2 (H) One member representing an organization that
3 supports victims of domestic violence.
4 (I) A minimum of 4 members representing providers
5 of the homeless response system inclusive of, but not
6 limited to, emergency supportive housing, rapid
7 rehousing, permanent supportive housing, homeless
8 youth programs, and homeless prevention.
9 (J) Two members, who may or may not meet the
10 qualification requirements for the other appointees.
11 The Advisory Council shall meet at least 4 times per year.
12 (2) Members shall serve without compensation, but
13 public members may be reimbursed for reasonable and
14 necessary travel expenses connected to Task Force
15 business. Persons with lived experience of homelessness
16 and housing insecurity, who are not otherwise compensated
17 by employers to attend the Community Advisory Council,
18 shall receive compensation for each quarterly Council
19 meeting attended.
20 (3) The meetings of the Advisory Council shall be
21 conducted in accordance with the provisions of Section 2
22 of the Open Meetings Act. The Department of Human Services
23 shall provide staff and administrative support to assist
24 the Advisory Council in carrying out its duties.
25 (4) Nothing in this Act shall be construed to
26 contravene any federal or State law or regulation. Unless

1 specifically referenced in this Act, nothing in this Act
2 shall affect or alter the existing statutory powers of any
3 State agency or be construed as a reassignment or
4 reorganization of any State agency.
5 (5) On or before November 15, 2023, and each year
6 thereafter, the Advisory Council shall submit
7 recommendations to the Interagency Task Force on
8 Homelessness.
9 Section 99. Effective date. This Act takes effect upon
10becoming law.".
