AMENDMENT TO HOUSE BILL 3522
2 AMENDMENT NO. ______. Amend House Bill 3522 by replacing
3everything after the enacting clause with the following:
4 "Section 5. The School Code is amended by changing Section
52-3.169 as follows:
6 (105 ILCS 5/2-3.169)
7 Sec. 2-3.169. State Global Scholar Certification.
8 (a) The State Global Scholar Certification Program is
9established to recognized public and nonpublic high school
10graduates who have attained global competence. State Global
11Scholar Certification shall be awarded beginning with the
122017-2018 school year. School district or nonpublic school
13participation in this certification is voluntary.
14 (b) The purposes of State Global Scholar Certification are
15as follows:
16 (1) To recognize the value of a global education.

1 (2) To certify attainment of global competence.
2 (3) To provide employers with a method of identifying
3 globally competent employees.
4 (4) To provide colleges and universities with an
5 additional method to recognize applicants seeking
6 admission.
7 (5) To prepare students with 21st century skills.
8 (6) To encourage the development of a globally ready
9 workforce in the STEM (science, technology, engineering,
10 and mathematics), manufacturing, agriculture, and service
11 sectors.
12 (c) State Global Scholar Certification confirms attainment
13of global competence, sufficient for meaningful use in college
14and a career, by a graduating public or nonpublic high school
15student.
16 (d) The State Board of Education shall adopt such rules as
17may be necessary to establish the criteria that students must
18achieve to earn State Global Scholar Certification, which
19shall minimally include attainment of units of credit in
20globally focused courses, service learning experiences, global
21collaboration and dialogue, and passage of a capstone project
22demonstrating global competency, as approved by the
23participating school district or nonpublic school for this
24purpose.
25 (e) The State Board of Education shall do both of the
26following:

1 (1) Prepare and deliver to participating school
2 districts or nonpublic schools an appropriate mechanism
3 for designating State Global Scholar Certification on the
4 diploma and transcript of a student indicating that the
5 student has been awarded State Global Scholar
6 Certification by the State Board of Education.
7 (2) Provide other information the State Board of
8 Education deems necessary for school districts or
9 nonpublic schools to successfully participate in the
10 certification.
11 (f) A school district or nonpublic school that
12participates in certification under this Section shall do both
13of the following:
14 (1) Maintain appropriate records in order to identify
15 students who have earned State Global Scholar
16 Certification.
17 (2) Make the appropriate designation on the diploma
18 and transcript of each student who earns State Global
19 Scholar Certification.
20 (g) No fee may be charged to a student to receive the
21designation pursuant to the Section. Notwithstanding this
22prohibition, costs may be incurred by the student in
23demonstrating proficiency.

25 Section 10. The College and Career Success for All

1Students Act is amended by changing Section 30 as follows:
2 (105 ILCS 302/30)
3 Sec. 30. Postsecondary-level course credit.
4 (a) In this Section:
5 "Institution of higher education" means a public
6university or public community college located in this State.
7 "International Baccalaureate Diploma Programme subject"
8means an International Baccalaureate course taken by either
9International Baccalaureate diploma candidates or by
10International Baccalaureate course candidates.
11 "Subject score" means the total points awarded to a
12candidate for an International Baccalaureate course based on
13fulfillment of all subject requirements, including the
14end-of-course examination.
15 (b) Beginning with the 2016-2017 academic year, scores of
163, 4, and 5 on the College Board Advanced Placement
17examinations and, beginning with the 2017-2018 academic year,
18subject scores of 4 or higher for International Baccalaureate
19Diploma Programme subjects shall be accepted for credit to
20satisfy degree requirements by all institutions of higher
21education. Each institution of higher education shall
22determine for each Advanced Placement test and International
23Baccalaureate Diploma Programme subject whether credit will be
24granted for electives, general education requirements, or
25major requirements and the Advanced Placement and

1International Baccalaureate Diploma Programme subject scores
2required to grant credit for those purposes.
3 Beginning with the 2023-2024 academic year, each
4institution of higher education shall award course credit to a
5student who has received State Global Scholar Certification.
6Each institution of higher education shall determine whether
7credit will be granted for electives, general education
8requirements, or major requirements for students who received
9State Global Scholar Certification.
10 (c) By the conclusion of the 2020-2021 academic year, the
11Board of Higher Education, in cooperation with the Illinois
12Community College Board, shall analyze the Advanced Placement
13examination and International Baccalaureate Diploma Programme
14subject score course granting policy of each institution of
15higher education and the research used by each institution in
16determining the level of credit and the number of credits
17provided for the Advanced Placement and International
18Baccalaureate Diploma Programme subject scores in accordance
19with the requirements of this Section and file a report that
20includes findings and recommendations to the General Assembly
21and the Governor. Each institution of higher education shall
22provide the Board of Higher Education and the Illinois
23Community College Board with all necessary data, in accordance
24with the federal Family Educational Rights and Privacy Act of
251974, to conduct the analysis.
26 (d) Each institution of higher education shall publish its

1updated Advanced Placement examination and International
2Baccalaureate Diploma Programme subject score course granting
3policy in accordance with the requirements of this Section on
4its Internet website before the beginning of the 2017-2018
5academic year.
