1 | AMENDMENT TO HOUSE BILL 5399 | ||||||
2 | AMENDMENT NO. ______. Amend House Bill 5399 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 5. The Board of Higher Education Act is amended | ||||||
5 | by adding Section 9.44 as follows:
| ||||||
6 | (110 ILCS 205/9.44 new) | ||||||
7 | Sec. 9.44. Artificial intelligence education report. | ||||||
8 | (a) Within 18 months after the effective date of this | ||||||
9 | amendatory Act of the 103rd General Assembly, the Board shall | ||||||
10 | prepare a report to the General Assembly on the state of | ||||||
11 | artificial intelligence education and development in public | ||||||
12 | and private institutions of higher education. The report shall | ||||||
13 | contain, at a minimum, the following information: | ||||||
14 | (1) All existing academic programs and courses | ||||||
15 | focusing on education of students about the use, | ||||||
16 | development, and ethical and social implications of |

1 | artificial intelligence systems. | ||||||
2 | (2) All future plans for implementing such programs | ||||||
3 | and courses. | ||||||
4 | (3) All current and future plans for research projects | ||||||
5 | studying the use, development, and implications of | ||||||
6 | artificial intelligence. | ||||||
7 | (4) All current and further plans for the development | ||||||
8 | of artificial intelligence systems in public and private | ||||||
9 | institutions of higher education. | ||||||
10 | (5) Recommendations to the General Assembly to further | ||||||
11 | develop the programs and course offerings studying | ||||||
12 | artificial intelligence. | ||||||
13 | (6) Recommendations on the best way to implement a | ||||||
14 | State-funded grant program to promote the academic study | ||||||
15 | and commercial development of artificial intelligence in | ||||||
16 | public and private institutions of higher education and to | ||||||
17 | fulfill the following objectives: | ||||||
18 | (A) To develop labs to provide students hands-on | ||||||
19 | artificial intelligence learning experiences. | ||||||
20 | (B) To develop virtual learning platforms that | ||||||
21 | facilitate remote and initialized artificial | ||||||
22 | intelligence education opportunities. | ||||||
23 | (C) To develop programming and pedagogical tools | ||||||
24 | with respect to artificial intelligence education and | ||||||
25 | instruction for the benefit of elementary school and | ||||||
26 | secondary school teachers and community education. |
