2 | AMENDMENT NO. ______. Amend Senate Bill 726 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 5. The Personnel Code is amended by adding Section | ||||||
5 | 17b as follows:
| ||||||
6 | (20 ILCS 415/17b new) | ||||||
7 | Sec. 17b. Trainee program for persons with a disability. | ||||||
8 | (a) Notwithstanding any other provision of law, on and | ||||||
9 | after July 1, 2020, each State agency with 1,500 employees or | ||||||
10 | more and each executive branch constitutional officer is | ||||||
11 | required to offer at least one position per year to be filled | ||||||
12 | by a person with a disability, as defined by the federal | ||||||
13 | Americans with Disabilities Act, through an established | ||||||
14 | trainee program. Agencies with fewer than 1,500 employees may | ||||||
15 | also elect to participate in the program. The trainee position | ||||||
16 | shall last for a period of at least 6 months and shall require |

1 | the trainee to participate in the trainee program for at least | ||||||
2 | 20 hours per week. The program shall be administered by the | ||||||
3 | Department of Central Management Services. The Department of | ||||||
4 | Central Management Services shall conduct an initial | ||||||
5 | assessment of potential candidates, and the hiring agency or | ||||||
6 | officer shall conduct a final interview. Upon successful | ||||||
7 | completion of the trainee program, the respective agency or | ||||||
8 | officer shall issue a certificate of completion of the trainee | ||||||
9 | program, which shall be sent to the Department of Central | ||||||
10 | Management Services for final approval. Individuals who | ||||||
11 | successfully complete a trainee appointment under this Section | ||||||
12 | are eligible for promotion to the target title without further | ||||||
13 | examination. The Department of Central Management Services, in | ||||||
14 | cooperation with the Employment and Economic Opportunity for | ||||||
15 | Persons with Disabilities Task Force, shall adopt rules to | ||||||
16 | implement and administer the trainee program for persons with | ||||||
17 | disabilities, including, but not limited to, establishing | ||||||
18 | non-political selection criteria, implementing an assessment | ||||||
19 | and interview process that accommodates persons with a | ||||||
20 | disability, and linking trainee programs to targeted full-time | ||||||
21 | position titles. | ||||||
22 | (b) The Employment and Economic Opportunity for Persons | ||||||
23 | with Disabilities Task Force shall prepare an annual report to | ||||||
24 | be submitted to the Governor and the General Assembly that | ||||||
25 | includes: (1) best practices for helping persons with a | ||||||
26 | disability gain employment; (2) proposed rules for adoption by |

2 | administration and implementation of the trainee program under | ||||||
3 | this Section; (3) the number of agencies that participated in | ||||||
4 | the trainee program under this Section in the previous calendar | ||||||
5 | year; and (4) the number of individuals who participated in the | ||||||
6 | trainee program who became full-time employees of the State at | ||||||
7 | the conclusion of the trainee program.

8 | Section 99. Effective date. This Act takes effect upon | ||||||
9 | becoming law.".
