2 | AMENDMENT NO. ______. Amend Senate Bill 1176 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 5. The Department of Central Management Services | ||||||
5 | Law of the Civil Administrative Code of Illinois is amended by | ||||||
6 | adding Section 405-545 as follows:
| ||||||
7 | (20 ILCS 405/405-545 new) | ||||||
8 | Sec. 405-545. State Retiree Medicare Primacy Coordination | ||||||
9 | Audit and Assistance Program. | ||||||
10 | (a) Within 6 months after the effective date of this | ||||||
11 | amendatory Act of the 103rd General Assembly, the Department | ||||||
12 | of Central Management Services, in conjunction with the State | ||||||
13 | Employees' Retirement System of Illinois, the State | ||||||
14 | Universities Retirement System, the Teachers' Retirement | ||||||
15 | System of the State of Illinois, the Judges Retirement System | ||||||
16 | of Illinois, and the General Assembly Retirement System, may |

1 | enter into a contract with a qualified and experienced | ||||||
2 | administrator to establish and conduct a State Retiree | ||||||
3 | Medicare Primacy Coordination Audit and Assistance Program to | ||||||
4 | identify annuitants, retirees, benefit recipients, survivors, | ||||||
5 | or dependents who are eligible for Medicare, but not enrolled | ||||||
6 | in Medicare, and to assist those annuitants, retirees, benefit | ||||||
7 | recipients, survivors, or dependents with enrolling in Social | ||||||
8 | Security and Medicare. | ||||||
9 | (b) The State Retiree Medicare Primacy Coordination Audit | ||||||
10 | and Assistance Program shall conduct an annual audit of the | ||||||
11 | State health benefits program for everyone covered under the | ||||||
12 | State Employees Group Insurance Program, the Teachers' | ||||||
13 | Retirement Insurance Program, and the College Insurance | ||||||
14 | Program for the purpose of identifying participants and their | ||||||
15 | dependents who are eligible for Medicare under federal law. | ||||||
16 | The Program shall also ensure that those annuitants, retirees, | ||||||
17 | benefit recipients, survivors, or dependents who are eligible | ||||||
18 | for Medicare are enrolled in Medicare with Medicare as their | ||||||
19 | primary health care benefits coverage and the State Health | ||||||
20 | Benefits Program being the secondary provider of their health | ||||||
21 | care benefits coverage. | ||||||
22 | (c) The State Retiree Medicare Primacy Coordination Audit | ||||||
23 | and Assistance Program shall assist any annuitant, retiree, | ||||||
24 | benefit recipient, survivor or their dependents who becomes | ||||||
25 | disabled, and is not enrolled in Social Security Disability | ||||||
26 | Insurance and Medicare, with enrolling in and obtaining Social |

1 | Security Disability Insurance and Medicare benefits. This | ||||||
2 | assistance shall include, but not be limited to: (i) | ||||||
3 | developing communication materials to educate individuals | ||||||
4 | about Social Security Disability Insurance benefits; (ii) | ||||||
5 | performing multiple outreaches to targeted populations; (iii) | ||||||
6 | analyzing responses to determine Social Security Disability | ||||||
7 | Insurance eligibility; and (iv) representing qualified | ||||||
8 | individuals on their claim for Social Security Disability | ||||||
9 | Insurance and Medicare. | ||||||
10 | (d) The administrator shall provide the Department, the | ||||||
11 | State Employees' Retirement System of Illinois, the State | ||||||
12 | Universities Retirement System, the Teachers' Retirement | ||||||
13 | System of the State of Illinois, the Judges Retirement System | ||||||
14 | of Illinois, the General Assembly Retirement System, and the | ||||||
15 | General Assembly with an annual report showing the number of | ||||||
16 | annuitants, retirees, benefit recipients, survivors, and | ||||||
17 | dependents who are transitioned to Social Security Disability | ||||||
18 | Insurance and Medicare and the amount of savings realized by | ||||||
19 | the State of Illinois.
