with reference to page and line numbers of Senate Amendment
No. 1, on page 2, line 1, by deleting "and the transferor"; and
on page 2, line 3, immediately after "plan", by inserting
"signed by both the transferee and the transferor"; and
on page 2, line 17, by replacing "If" with "The Department
shall approve or deny the transition plan within 15 days after
