Bill Title: Amends the Department of Central Management Services Law of the Civil Administrative Code of Illinois. Provides that, within 6 months after the effective date of the amendatory Act, the Department of Central Management Services, in conjunction with the 5 State-funded retirement systems, may enter into a contract with an administrator to establish and conduct a State Retiree Medicare Primacy Coordination Audit and Assistance Program to identify relevant individuals eligible for Medicare but not enrolled in Medicare, and to assist those individuals with enrolling in Social Security and Medicare. Provides that the State Retiree Medicare Primacy Coordination Audit and Assistance Program shall conduct an annual audit of the State health benefits program for everyone covered under the State Employees Group Insurance Program, the Teachers' Retirement Insurance Program, and the College Insurance Program for the purpose of identifying participants and their dependents who are eligible for Medicare under federal law and shall also ensure that those annuitants, retirees, benefit recipients, survivors, or dependents who are eligible for Medicare are enrolled in Medicare with Medicare as their primary health care benefits coverage and the State Health Benefits Program being the secondary provider of their health care benefits coverage. Provides that the State Retiree Medicare Primacy Coordination Audit and Assistance Program shall assist any annuitant, retiree, benefit recipient, survivor or their dependents who becomes disabled, and is not enrolled in Social Security Disability Insurance and Medicare, with enrolling in and obtaining Social Security Disability Insurance and Medicare benefits. Provides that the administrator of the State Retiree Medicare Primacy Coordination Audit and Assistance Program shall provide the Department, the 5 State-funded retirement systems, and the General Assembly with an annual report. Effective January 1, 2026.

1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Department of Central Management Services
5Law of the Civil Administrative Code of Illinois is amended by
6adding Section 405-546 as follows:

8 Sec. 405-546. State Retiree Medicare Primacy Coordination
9Audit and Assistance Program.
10 (a) Within 6 months after the effective date of this
11amendatory Act of the 104th General Assembly, the Department
12of Central Management Services, in conjunction with the State
13Employees' Retirement System of Illinois, the State
14Universities Retirement System, the Teachers' Retirement
15System of the State of Illinois, the Judges' Retirement System
16of Illinois, and the General Assembly Retirement System, may
17enter into a contract with a qualified and experienced
18administrator to establish and conduct a State Retiree
19Medicare Primacy Coordination Audit and Assistance Program to
20identify annuitants, retirees, benefit recipients, survivors,
21or dependents who are eligible for Medicare, but not enrolled
22in Medicare, and to assist those annuitants, retirees, benefit
23recipients, survivors, or dependents with enrolling in Social

1Security and Medicare.
2 (b) The State Retiree Medicare Primacy Coordination Audit
3and Assistance Program shall conduct an annual audit of the
4State health benefits program for everyone covered under the
5State Employees Group Insurance Program, the Teachers'
6Retirement Insurance Program, and the College Insurance
7Program for the purpose of identifying participants and their
8dependents who are eligible for Medicare under federal law.
9The Program shall also ensure that those annuitants, retirees,
10benefit recipients, survivors, or dependents who are eligible
11for Medicare are enrolled in Medicare with Medicare as their
12primary health care benefits coverage and the State Health
13Benefits Program as the secondary provider of their health
14care benefits coverage.
15 (c) The State Retiree Medicare Primacy Coordination Audit
16and Assistance Program shall assist any annuitant, retiree,
17benefit recipient, survivor or their dependents who becomes
18disabled, and is not enrolled in Social Security Disability
19Insurance and Medicare, with enrolling in and obtaining Social
20Security Disability Insurance and Medicare benefits. This
21assistance shall include, but not be limited to: (i)
22developing communication materials to educate individuals
23about Social Security Disability Insurance benefits; (ii)
24performing multiple outreaches to targeted populations; (iii)
25analyzing responses to determine Social Security Disability
26Insurance eligibility; and (iv) representing qualified

1individuals on their claim for Social Security Disability
2Insurance and Medicare.
3 (d) The administrator shall provide the Department, the
4State Employees' Retirement System of Illinois, the State
5Universities Retirement System, the Teachers' Retirement
6System of the State of Illinois, the Judges' Retirement System
7of Illinois, the General Assembly Retirement System, and the
8General Assembly with an annual report showing the number of
9annuitants, retirees, benefit recipients, survivors, and
10dependents who are transitioned to Social Security Disability
11Insurance and Medicare and the amount of savings realized by
12the State of Illinois.
