Bill Title: Amends the Election Code. Provides that each election authority operating in a county organized by township shall operate one grace period voter registration site within each township under the jurisdiction of the election authority. Provides that each election authority operating in a county organized by precinct shall operate one grace period voter registration site within each precinct under the jurisdiction of the election authority. Provides that the Board of Election Commissioners for the City of Chicago shall operate one grace period voter registration site within each former township located within the City of Chicago, as those townships existed immediately prior to the date those townships were eliminated within the City of Chicago.

1 | AN ACT concerning elections.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The Election Code is amended by changing | |||||||||||||||||||||||||
5 | Sections 4-50, 5-50, and 6-100 and by adding Section 1-12.5 as | |||||||||||||||||||||||||
6 | follows:
| |||||||||||||||||||||||||
7 | (10 ILCS 5/1-12.5 new) | |||||||||||||||||||||||||
8 | Sec. 1-12.5. Grace period registration. | |||||||||||||||||||||||||
9 | (a) Notwithstanding any other provision of law to the | |||||||||||||||||||||||||
10 | contrary, the number of grace period voter registration sites | |||||||||||||||||||||||||
11 | that each election authority shall establish is governed only | |||||||||||||||||||||||||
12 | by this Section. For the purpose of establishing grace period | |||||||||||||||||||||||||
13 | voter registration sites, election authorities shall be | |||||||||||||||||||||||||
14 | classified as follows: | |||||||||||||||||||||||||
15 | (1) election authorities operating in counties | |||||||||||||||||||||||||
16 | organized by township, including, but not limited to, | |||||||||||||||||||||||||
17 | election authorities operating in Cook County, but | |||||||||||||||||||||||||
18 | excluding the Board of Election Commissioners for the City | |||||||||||||||||||||||||
19 | of Chicago; | |||||||||||||||||||||||||
20 | (2) election authorities operating in counties | |||||||||||||||||||||||||
21 | organized by precinct; and | |||||||||||||||||||||||||
22 | (3) the Board of Election Commissioners for the City of | |||||||||||||||||||||||||
23 | Chicago. |

1 | (b) Each election authority classified under paragraph (1) | ||||||
2 | of subsection (a) of this Section shall operate one grace | ||||||
3 | period voter registration site within each township under the | ||||||
4 | jurisdiction of the election authority. Each election | ||||||
5 | authority classified under paragraph (2) of subsection (a) of | ||||||
6 | this Section shall operate one grace period voter registration | ||||||
7 | site within each precinct under the jurisdiction of the | ||||||
8 | election authority. The Board of Election Commissioners for the | ||||||
9 | City of Chicago shall operate one grace period voter | ||||||
10 | registration site within each former township located within | ||||||
11 | the City of Chicago, as those townships existed immediately | ||||||
12 | prior to the date those townships were eliminated within the | ||||||
13 | City of Chicago. In the case of a township, precinct, or former | ||||||
14 | township that contains the office of the election authority, | ||||||
15 | the office of the election authority shall serve as the grace | ||||||
16 | period voter registration site for that township, precinct, or | ||||||
17 | former township.

19 | Sec. 4-50. Grace period. Notwithstanding any other | ||||||
20 | provision of this
Code to the contrary, each election authority | ||||||
21 | shall
establish procedures for the registration of voters and | ||||||
22 | for change of address during the period from the close of
| ||||||
23 | registration for an election until and including the day of the | ||||||
24 | election. During this grace period, an unregistered qualified
| ||||||
25 | elector may
register to vote, and a registered voter may submit |

1 | a change of address form, in person in the office of the | ||||||
2 | election
authority , at a permanent polling place established | ||||||
3 | under Section 19A-10, at any other early voting site beginning | ||||||
4 | 15 days prior to the election, at a polling place on election | ||||||
5 | day, or at a voter registration location specifically | ||||||
6 | designated for this
purpose by the election authority as | ||||||
7 | provided in Section 1-12.5 . The election authority shall

8 | register that individual, or change a registered voter's | ||||||
9 | address, in the same manner as otherwise provided by this | ||||||
10 | Article for registration and change of address. | ||||||
11 | If a voter who registers or changes address during this | ||||||
12 | grace period wishes to vote at the election or primary | ||||||
13 | occurring during the grace period, he or she must do so by | ||||||
14 | grace period voting. The election authority shall offer | ||||||
15 | in-person grace period voting at the authority's office, any | ||||||
16 | permanent polling place established under Section 19A-10, and | ||||||
17 | at any other early voting site beginning 15 days prior to the | ||||||
18 | election, at a polling place on election day, where grace | ||||||
19 | period registration is required by this Section; and may offer | ||||||
20 | in-person grace period voting at additional hours and locations | ||||||
21 | specifically designated for the purpose of grace period voting | ||||||
22 | by the election authority. The election authority may allow | ||||||
23 | grace period voting by mail only if the election authority has | ||||||
24 | no ballots prepared at the authority's office. Grace period | ||||||
25 | voting shall be in a manner substantially similar to voting | ||||||
26 | under Article 19A. |

6 | Elections the voter's name, street address, e-mail address, and | ||||||
7 | precinct, ward, township, and district numbers, as the case may | ||||||
8 | be, to the State Board of Elections, which shall maintain those | ||||||
9 | names and that information in an electronic format on its | ||||||
10 | website, arranged by county and accessible to State and local | ||||||
11 | political committees. The name of each person issued a grace | ||||||
12 | period ballot shall also be placed on the appropriate precinct | ||||||
13 | list of persons to whom vote by mail and early ballots have | ||||||
14 | been issued, for use as provided in Sections 17-9 and 18-5. | ||||||
15 | A person who casts a grace period ballot shall not be | ||||||
16 | permitted to revoke that ballot and vote another ballot with | ||||||
17 | respect to that primary or election. Ballots cast by persons | ||||||
18 | who register or change address during the grace period at a | ||||||
19 | location other than their designated polling place on election | ||||||
20 | day must be transmitted to and counted at the election | ||||||
21 | authority's central ballot counting location and shall not be | ||||||
22 | transmitted to and counted at precinct polling places.
