Bill Title: Creates the Implementation of Legislation Reporting Act. Provides that any State agency required to provide benefits or services under the provisions of a covered Public Act shall prepare an Implementation Report relating to that covered Public Act, and file the Report with the General Assembly. Requires the Implementation Report to also be published on the General Assembly's Internet website. Defines terms. Effective immediately.

1 | AN ACT concerning State government.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 1. Short title. This Act may be cited as the | ||||||
5 | Implementation of Legislation Reporting Act.
| ||||||
6 | Section 5. Definitions. As used in this Act: | ||||||
7 | "State agency" means any department, board, commission, or | ||||||
8 | agency in the executive branch of State government created by | ||||||
9 | the Illinois Constitution or statute. | ||||||
10 | "Covered Public Act" means a Public Act which becomes | ||||||
11 | effective on or after July 1, 2019 that requires a State agency | ||||||
12 | to provide a benefit or service to one or more persons which | ||||||
13 | benefit or service the State agency was not required to provide | ||||||
14 | prior to the effective date of the covered Public Act. | ||||||
15 | "Implementation Report" means a report that sets out the | ||||||
16 | following information: | ||||||
17 | (1) the Public Act that is the subject of the report, | ||||||
18 | and the effective date of that Public Act; | ||||||
19 | (2) the name of the State agency which prepared the | ||||||
20 | report and date of report; | ||||||
21 | (3) whether the covered Public Act has been fully | ||||||
22 | implemented; and | ||||||
23 | (4) if the covered Public Act has not been fully |

1 | implemented: | ||||||
2 | (A) the status and degree of implementation, as of | ||||||
3 | the date of the report; | ||||||
4 | (B) the approximate date on which the State agency | ||||||
5 | believes that full implantation will be achieved; and | ||||||
6 | (C) a description of any and all obstacles which | ||||||
7 | delay implementation.

8 | Section 10. Implementation Report. | ||||||
9 | (a) Any State agency required to provide benefits or | ||||||
10 | services under the provisions of a covered Public Act shall | ||||||
11 | prepare an Implementation Report relating to that covered | ||||||
12 | Public Act, and file the Report with the General Assembly. The | ||||||
13 | Report to the General Assembly shall be filed with the Clerk of | ||||||
14 | the House of Representatives and the Secretary of the Senate in | ||||||
15 | electronic form only, in the manner that the Clerk and the | ||||||
16 | Secretary shall direct. | ||||||
17 | (b) The Implementation Report shall also be published on | ||||||
18 | the General Assembly's Internet website.

19 | Section 99. Effective date. This Act takes effect upon | ||||||
20 | becoming law.
