Bill Title: Amends the Illinois Governmental Ethics Act. Prohibits the Speaker of the House of Representatives, President of the Senate, Minority Leader of the House of Representatives, and Minority Leader of the Senate from engaging in outside employment during their terms of office. Defines "outside employment". Effective immediately.

1 | AN ACT concerning government.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Illinois Governmental Ethics Act is amended | |||||||||||||||||||
5 | by adding Section 3-108 as follows:

6 | (5 ILCS 420/3-108 new) | |||||||||||||||||||
7 | Sec. 3-108. No outside employment during term of office. | |||||||||||||||||||
8 | (a) No Speaker of the House of Representatives, President | |||||||||||||||||||
9 | of the Senate, Minority Leader of the House of Representatives, | |||||||||||||||||||
10 | or Minority Leader of the Senate may engage in outside | |||||||||||||||||||
11 | employment during his or her term of office. | |||||||||||||||||||
12 | (b) For the purposes of this Section, "outside employment" | |||||||||||||||||||
13 | means any form of compensated or uncompensated employment or | |||||||||||||||||||
14 | business relationship involving the provision of personal | |||||||||||||||||||
15 | services by a person subject to subsection (a) of this Section | |||||||||||||||||||
16 | for an entity other than the State. The term "outside | |||||||||||||||||||
17 | employment" includes, but is not limited to, the provision of | |||||||||||||||||||
18 | personal services as an officer, director, employee, agent, | |||||||||||||||||||
19 | attorney, consultant, contractor, general partner, trustee, | |||||||||||||||||||
20 | teacher, or speaker. The term "outside employment" does not, | |||||||||||||||||||
21 | however, include participation in the activities of a nonprofit | |||||||||||||||||||
22 | charitable, religious, professional, social, fraternal, | |||||||||||||||||||
23 | educational, recreational, public service, or civic |

1 | organization, unless the organization is a prohibited source, | ||||||
2 | as defined under Section 1-5 of the State Officials and | ||||||
3 | Employees Ethics Act, or unless such activities involve the | ||||||
4 | provision of professional services or advice, or are for | ||||||
5 | compensation other than reimbursement of expenses.

6 | Section 99. Effective date. This Act takes effect upon | ||||||
7 | becoming law.
