Bill Title: Amends the State Finance Act. Creates the Illinois Youth Wrestling Fund. Amends the Illinois Vehicle Code. Allows the Secretary of State to issue Illinois Youth Wrestling Plates. Charges $40 for the issuance of these plates, $25 of which will go to the Illinois Youth Wrestling Fund and $15 of which will go to the Secretary of State Special License Plate Fund. Charges $27 for renewal, $25 of which will go to the Illinois Youth Wrestling Fund and $2 of which will go to the Secretary of State Special License Plate Fund. Allows distribution of money in the Illinois Youth Wrestling Fund for wrestling-related programming grants and scholarships.

2 | Be it enacted by the People of the State of Illinois,

4 | Section 5. The State Finance Act is amended by adding | ||||||||||||||||||||||||||
5 | Section 5.866 as follows:

7 | Sec. 5.866. The Illinois Youth Wrestling Fund.

11 | Sec. 3-699.14. Illinois Youth Wrestling Plates. | ||||||||||||||||||||||||||
12 | (a) The Secretary, upon receipt of all applicable fees and | ||||||||||||||||||||||||||
13 | applications made in the form prescribed by the Secretary, may | ||||||||||||||||||||||||||
14 | issue special registration plates designated as Illinois Youth | ||||||||||||||||||||||||||
15 | Wrestling Plates. The special plates issued under this Section | ||||||||||||||||||||||||||
16 | shall be affixed only to passenger vehicles of the first | ||||||||||||||||||||||||||
17 | division or motor vehicles of the second division weighing not | ||||||||||||||||||||||||||
18 | more than 8,000 pounds. Plates issued under this Section shall | ||||||||||||||||||||||||||
19 | expire according to the multi-year procedure established by | ||||||||||||||||||||||||||
20 | Section 3-414.1 of this Code. | ||||||||||||||||||||||||||
21 | (b) The design and color of the plates is wholly within the |

1 | discretion of the Secretary. The Secretary may allow the plates | ||||||
2 | to be issued as vanity plates or personalized under Section | ||||||
3 | 3-405.1 of this Code. Appropriate documentation, as determined | ||||||
4 | by the Secretary, shall accompany each application. The | ||||||
5 | Secretary shall prescribe stickers or decals as provided under | ||||||
6 | Section 3-412 of this Code. | ||||||
7 | (c) An applicant shall be charged a $40 fee for original | ||||||
8 | issuance in addition to the applicable registration fee. Of | ||||||
9 | this additional fee, $15 shall be deposited into the Secretary | ||||||
10 | of State Special License Plate Fund and $25 shall be deposited | ||||||
11 | into the Illinois Youth Wrestling Fund. For each registration | ||||||
12 | renewal period a $27 fee shall be charged in addition to the | ||||||
13 | appropriate registration fee. Of this additional fee, $2 shall | ||||||
14 | be deposited into the Secretary of State Special License Plate | ||||||
15 | Fund and $25 shall be deposited into the Illinois Youth | ||||||
16 | Wrestling Fund. | ||||||
17 | (d) The Illinois Youth Wrestling Fund is created as a | ||||||
18 | special fund in the State Treasury. All monies in the Illinois | ||||||
19 | Youth Wrestling Fund shall be paid, subject to appropriation by | ||||||
20 | the General Assembly and distribution by the Secretary, as | ||||||
21 | programming grants related to special wrestling events held | ||||||
22 | within the State of Illinois or scholarships for students | ||||||
23 | wishing to pursue wrestling at the high school or collegiate | ||||||
24 | level at Illinois schools.
