1 | AN ACT concerning education.
| |||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois, | |||||||||||||||||||
3 | represented in the General Assembly:
| |||||||||||||||||||
4 | Section 5. The School Code is amended by changing Section | |||||||||||||||||||
5 | 1C-2 as follows:
| |||||||||||||||||||
6 | (105 ILCS 5/1C-2)
| |||||||||||||||||||
7 | Sec. 1C-2. Block grants.
| |||||||||||||||||||
8 | (a) For fiscal year 1999, and
and each fiscal year | |||||||||||||||||||
9 | thereafter, the State Board
of Education shall award to school | |||||||||||||||||||
10 | districts block grants as described in subsection
(c). The | |||||||||||||||||||
11 | State Board of Education may adopt
rules and regulations | |||||||||||||||||||
12 | necessary to implement this Section. In accordance with
Section | |||||||||||||||||||
13 | 2-3.32, all state block grants are subject to an audit. | |||||||||||||||||||
14 | Therefore,
block grant receipts and block grant expenditures | |||||||||||||||||||
15 | shall be recorded to the
appropriate fund code. | |||||||||||||||||||
16 | (b) (Blank).

17 | (c) An Early Childhood Education Block Grant shall be | |||||||||||||||||||
18 | created by combining
the following programs: Preschool | |||||||||||||||||||
19 | Education, Parental Training and Prevention
Initiative. These | |||||||||||||||||||
20 | funds shall be distributed to school districts and other
| |||||||||||||||||||
21 | entities on a competitive basis. Eleven percent of this grant
| |||||||||||||||||||
22 | shall be used to
fund programs for children ages 0-3.
