1 | AN ACT concerning State government.
| |||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Illinois Finance Authority Act is amended by | |||||||||||||||||||
5 | changing Section 801-25 as follows:

6 | (20 ILCS 3501/801-25)
| |||||||||||||||||||
7 | Sec. 801-25. All official acts of the
the Authority shall | |||||||||||||||||||
8 | require the approval
of
at least 8 members. All meetings of the | |||||||||||||||||||
9 | Authority and the Advisory Councils
shall be conducted in | |||||||||||||||||||
10 | accordance with the Open Meetings Act. Eight members of the | |||||||||||||||||||
11 | Authority shall constitute a quorum. All meetings shall
be | |||||||||||||||||||
12 | conducted at a single location within this State with a quorum | |||||||||||||||||||
13 | of members physically present at this location. Other members | |||||||||||||||||||
14 | who are not physically present at this location may participate | |||||||||||||||||||
15 | in the meeting and vote on all matters by means of a video or | |||||||||||||||||||
16 | audio conference. The Auditor General shall conduct financial | |||||||||||||||||||
17 | audits
and program audits of the Authority, in accordance with | |||||||||||||||||||
18 | the Illinois State
