Bill Title: Amends the School Code. Makes changes with respect to the establishment and purpose of a regional office of education advisory board by providing that, beginning July 1, 2009, a board shall be established within each region serving Class I counties or within each group of regions participating in an intergovernmental agreement for the provision of professional development to advise the regional superintendent of schools of the region or regions involved concerning the planning and delivery of professional development programs and services. Provides that a board shall consist of at least 9 members (instead of requiring that a board consist of 13 members). Makes changes concerning the qualifications, nomination, and selection of members. Removes a provision concerning a 4-year term for members. Makes changes concerning when the board must meet and the board's duties.

1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The School Code is amended by changing Section
5 3A-16 as follows:
6 (105 ILCS 5/3A-16)
7 Sec. 3A-16. Regional office of education advisory board.
8 (a) Beginning October 1, 2009 April 1, 1995, a regional
9 office of education advisory board shall be established within
10 each region serving Class I counties or within each group of
11 regions participating in an intergovernmental agreement for
12 the provision of professional development to advise the
13 regional superintendent of schools of the region or regions
14 involved concerning the planning and delivery of professional
15 development programs and services under Section 2-3.62 and
16 other programs under the control of the regional superintendent
17 of schools.
18 (b) The advisory board shall consist of at least 9 the
19 following 13 members. All members of the advisory board shall
20 be certified pursuant to Article 21 of this Code and be
21 currently employed in positions requiring certification by a
22 school district, special education cooperative, joint
23 agreement, or regional office of education program. A majority

1 of members shall be nominated by statewide organizations
2 representing teachers within the region or regions and selected
3 by the regional superintendent of the region or regions
4 involved. Administrators shall be nominated by statewide
5 organizations representing administrators within the region or
6 regions and selected by the regional superintendent of the
7 region or regions involved. :
8 (1) 7 public members, at least one from each county in
9 the region, selected by the presidents of the region's
10 school parent groups at a meeting held each April. Public
11 members shall be geographically balanced throughout the
12 region. Public members shall meet the same criteria as
13 members of local boards of education but shall not be
14 members of a local board of education or school district
15 employees.
16 (2) 4 teachers, none of whom shall be from the same
17 school district, nominated and selected by all the teachers
18 in the region.
19 (3) 2 administrators, from different school districts,
20 nominated and selected by all the administrators in the
21 region.
22 Members of the advisory board shall serve 4-year terms,
23 except that of the initial members, 5 shall serve until April
24 30, 1996, 4 shall serve until April 30, 1997, and 4 shall serve
25 until April 30, 1998, as determined by lot.
26 (c) The regional office of education advisory board shall

1 meet at least annually bi-monthly 6 times a year for the
2 performance of its advisory duties under Section 3-11 and
3 subsection (a) of this Section 3A-16.
