Bill Title: Amends the Illinois Procurement Code. Provides that when a public contract is to be awarded to the lowest responsible bidder, a bidder who is a qualified Illinois employer shall be given a preference over a bidder who is not a qualified Illinois employer. Defines "qualified Illinois employer" as a bidder at least 90% of whose employees are residents of Illinois.

SYNOPSIS AS INTRODUCED:
30 ILCS 500/45-85 new

Amends the Illinois Procurement Code. 1 AN ACT concerning finance.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Procurement Code is amended by
5adding Section 45-85 as follows:
6 (30 ILCS 500/45-85 new)
7 Sec. 45-85. Illinois resident employees. When a public
8contract is to be awarded to the lowest responsible bidder, a
9bidder who is a qualified Illinois employer shall be given a
10preference over a bidder who is not a qualified Illinois
11employer. As used in this Section, "qualified Illinois
