Bill Title: Amends the School Code. In provisions regarding student athletes and concussions and head injuries, requires a school board to adopt a policy limiting tackling in football practice to once a week. Effective immediately.

1 | AMENDMENT TO HOUSE BILL 1205

2 | AMENDMENT NO. ______. Amend House Bill 1205 by replacing | ||||||
3 | everything after the enacting clause with the following:

4 | "Section 1. Short title. This Act may be cited as the | ||||||
5 | Football Practice Hitting Limitation Act.
| ||||||
6 | Section 5. Definitions. | ||||||
7 | "Football program" means the organized football program of | ||||||
8 | a public or non-public elementary or secondary school or | ||||||
9 | organized youth football league. | ||||||
10 | "Full-contact hitting practice" means full-pad (helmet, | ||||||
11 | shoulder pads, padded pants, and cleats), full-speed, football | ||||||
12 | practice that involves tackling to the ground.

13 | Section 10. Full-contact hitting practice limitation. | ||||||
14 | Beginning May 31, 2014, the coach of a football program shall | ||||||
15 | limit full-contact hitting practice to the following: |

1 | (1) During the regular season, full-contact hitting | ||||||
2 | practice is limited to a maximum of 2 days a week. | ||||||
3 | (2) During the pre-season, full-contact hitting | ||||||
4 | practice is at the discretion of the coach. | ||||||
5 | (3) During the off-season and during summer camp, | ||||||
6 | full-contact hitting practice is prohibited.

7 | Section 15. Online concussion training program. | ||||||
8 | (a) A coach of a football program must complete a | ||||||
9 | certified, online concussion training program on or before May | ||||||
10 | 31, 2014. The training program shall include at least one of | ||||||
11 | the following: | ||||||
12 | (1) A program provided by the Heads Up: Concussion in | ||||||
13 | Youth Sports initiative of the Centers for Disease Control | ||||||
14 | and Prevention National Center for Injury Prevention and | ||||||
15 | Control. | ||||||
16 | (2) A program provided by the National Federation of | ||||||
17 | State High School Associations. | ||||||
18 | (b) The training program required under subsection (a) of | ||||||
19 | this Section shall include details about the following: | ||||||
20 | (1) Efforts to reduce full-contact hitting practice. | ||||||
21 | (2) The long-term effects of repetitive hits to the | ||||||
22 | head and recurrent concussions. | ||||||
23 | (3) Training techniques to protect youth athletes from | ||||||
24 | brain injury.

25 | (c) On or before December 31, 2013, the Illinois High |

1 | School Association's Football Advisory Committee and Sports | ||||||
2 | Medicine Advisory Committee shall work together to create a | ||||||
3 | supplemental, online training program designed to prevent | ||||||
4 | concussive and subconcussive brain injuries. This program | ||||||
5 | shall be considered a certified, online concussion training | ||||||
6 | program for the purposes of subsection (a) of this Section. | ||||||
7 | (d) This Section is repealed on June 1, 2014.

8 | Section 99. Effective date. This Act takes effect upon | ||||||
9 | becoming law.".
