Bill Title: Appropriates $2,000,000 to the Department of Commerce and Economic Opportunity from the General Revenue Fund for a grant to the Black Chamber of Commerce of Lake County for the creation of the Black Chamber of Commerce Training Academy (BCCTA) and the creation of the pre-apprenticeship construction skills training program. Effective July 1, 2011.
