Bill Title: Amends the Fire Sprinkler Contractor Licensing Act. Creates the State Fire Sprinkler Contractor Advisory Board. Provides that the Board shall (i) advise the State Fire Marshal on matters of licensing, continuing education, statutory changes, and administrative rulemaking, (ii) make recommendations to the State Fire Marshal on those matters, and (iii) hear and make recommendations to the State Fire Marshal on disciplinary matters that require a formal evidentiary hearing. Extends the licensing period from one year to 2 years. Provides that each licensee must complete 16 hours of continuing education in the 2-year period preceding their renewal date, beginning with licenses renewed after January 1, 2012. Makes other changes. Effective immediately.

AMENDMENT TO HOUSE BILL 1887
2 AMENDMENT NO. ______. Amend House Bill 1887 as follows:
3on page 1, by replacing lines 5 and 6 with "amended by changing
4Sections 15, 30, and 35 as follows:"; and
5by deleting line 7 on page 1 through line 1 on page 5; and
6on page 9, line 24, after "insurance" by inserting ";
7renewals"; and
8on page 10, by replacing lines 3 through 18 with the following:
9 "(b) Each license must be renewed every 2 years. Each
10licensee must complete 16 hours of continuing education in the
112-year period following his or her renewal or initial licensure
12after the effective date of this amendatory Act of the 97th
13General Assembly. Current licensure as a professional engineer
14or proof of current NICET certification in Level III or IV

1shall satisfy this requirement for designated certified
2persons. Continuing education offered through nationally
3recognized building and fire code organizations and their
4affiliates; nationally recognized fire sprinkler organizations
5and their affiliates; institutions of higher education;
6educational bodies specializing in automatic fire suppression
7system technology; as well as other entities approved by the
8State Fire Marshal shall be also acceptable. All continuing
9education entities seeking to be approved providers of
10continuing education shall make application to the State Fire
11Marshal and offer programs that:
12 (1) contribute to the advancement, extension, or
13 enhancement of the professional skills or technical
14 knowledge of the licensee in the practice of fire sprinkler
15 contracting; and
16 (2) are developed and presented by persons with
17 education or experience in the subject manner of the
18 program.".
