Bill Title: Creates the Chicago Violence Prevention Act. Provides that the Chicago Violence Prevention Program is established in the City of Chicago in 8 specified wards. Provides that the City of Chicago shall implement and oversee the program and that the program shall terminate in 5 to 7 years. Requires the Chicago Police Department to dedicate 200 police officers to patrol the streets and to provide police protection to prevent violence in the specified wards and the State to provide 50 State troopers to assist in police protection. Creates a cease fire location in high crime areas in each of the program's wards. Provides that the City of Chicago shall designate a program site in each cease fire area at a place of worship, college, university, or high school where the program will be administered. Provides that a drug treatment program and a job training program shall be located at each program site and provides specifications for those programs. Provides that program administrators shall encourage economic development and establish programs to bring business into each cease fire area and to assist business owners and work with the Cook County Land Bank Authority to target and remedy vacant homes in each cease fire area. Provides that the City of Chicago shall submit to the General Assembly a housing stabilization plan, an economic stabilization plan, and a crime prevention plan relating to each cease fire area on or before January 31, 2021. Provides that the City of Chicago is responsible for the costs associated with the program, subject to appropriation. Limits home rule powers. Repeals the Act on July 1, 2027. Effective July 1, 2020.

1 | AN ACT concerning local government.
| ||||||||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 1. Short title. This Act may be cited as the | ||||||||||||||||||||||||
5 | Chicago Violence Prevention Act.

6 | Section 5. Definitions. As used in this Act: | ||||||||||||||||||||||||
7 | "Place of worship" has the meaning given to that term in | ||||||||||||||||||||||||
8 | Section 2-15b of the Criminal Code of 2012.
| ||||||||||||||||||||||||
9 | "Program" means the Chicago Violence Prevention Program.
| ||||||||||||||||||||||||
10 | "Program administrator" means the place of worship, | ||||||||||||||||||||||||
11 | college, or university selected to administer the program in a | ||||||||||||||||||||||||
12 | cease fire area.

13 | "Program site" means a place of worship, college, or | ||||||||||||||||||||||||
14 | university approved by the City of Chicago to administer the | ||||||||||||||||||||||||
15 | program in each cease fire area.
| ||||||||||||||||||||||||
16 | "Program wards" means the 7th, 8th, 9th, 10th, 21st, 26th, | ||||||||||||||||||||||||
17 | 29th, and 34th wards in the City of Chicago.

18 | Section 10. Home rule. The City of Chicago shall establish | ||||||||||||||||||||||||
19 | and oversee the Chicago Violence Prevention Program as provided | ||||||||||||||||||||||||
20 | in this Act. This Act is a limitation under subsection (i) of | ||||||||||||||||||||||||
21 | Section 6 of Article VII of the Illinois Constitution on the | ||||||||||||||||||||||||
22 | concurrent exercise by home rule units of powers and functions |

1 | exercised by the State.

2 | Section 15. Program establishment. | ||||||
3 | (a) The Chicago Violence Prevention Program is established | ||||||
4 | in the City of Chicago in the 7th, 8th, 9th, 10th, 21st, 26th, | ||||||
5 | 29th, and 34th wards.
| ||||||
6 | (b) The City of Chicago shall implement and oversee the | ||||||
7 | program. The City of Chicago may establish program rules and | ||||||
8 | regulations for program operation consistent with this Act.
| ||||||
9 | (c) The program shall terminate at a date set by the City | ||||||
10 | of Chicago, but no earlier than 5 years after the effective | ||||||
11 | date of this Act and no later than 7 years after the effective | ||||||
12 | date of this Act.
If the City of Chicago does not set a date for | ||||||
13 | the program to terminate, the program is terminated on July 1, | ||||||
14 | 2027.

15 | Section 20. Law enforcement presence.
| ||||||
16 | (a) The Chicago Police Department shall dedicate 200 police | ||||||
17 | officers to work in the program wards whose primarily | ||||||
18 | responsibility will be to patrol the streets of the program | ||||||
19 | wards to provide police protection and to prevent violence.

20 | (b) The State shall dedicate 50 State troopers to assist | ||||||
21 | the City of Chicago and the Chicago Police Department in the | ||||||
22 | program wards to provide police protection and to prevent | ||||||
23 | violence.

1 | Section 25. Cease fire areas.
| ||||||
2 | (a) The City of Chicago shall create 8 cease fire areas, | ||||||
3 | one in each program ward, in which the program shall be | ||||||
4 | operated. The cease fire areas shall be designated in areas | ||||||
5 | that Chicago Police Department data and State Police data | ||||||
6 | identify as high crime areas.
| ||||||
7 | (b) Places of worships, colleges, universities, and high | ||||||
8 | schools within a cease fire area may apply to the City of | ||||||
9 | Chicago to be the program site for program activities. The City | ||||||
10 | of Chicago shall approve one place of worship, college, | ||||||
11 | university, or high school in each cease fire area to be the | ||||||
12 | program site and program administrator. The program | ||||||
13 | administrator shall operate the program within the cease fire | ||||||
14 | area.

15 | Section 30. Drug treatment program. A drug treatment | ||||||
16 | program licensed by the Illinois Department of Public Health | ||||||
17 | shall be located at each program site.

18 | Section 35. Job training program.
| ||||||
19 | (a) A job training program shall be located at each program | ||||||
20 | site.
| ||||||
21 | (b) The job training program shall match the skills of | ||||||
22 | unemployed workers in the program ward with suitable jobs as | ||||||
23 | well as providing job training to develop skills of unemployed | ||||||
24 | workers.

1 | (c) The job training program shall include a dedicated | ||||||
2 | Illinois Employment and Training Center operated by the | ||||||
3 | Department of Employment Security or other dedicated skills | ||||||
4 | training facility.
| ||||||
5 | (d) The City of Chicago shall dedicate a minimum of | ||||||
6 | $1,500,000 to each program site's job training program.
| ||||||
7 | Section 40. Economic development. Program administrators | ||||||
8 | shall encourage economic development and establish programs to | ||||||
9 | bring businesses into each cease fire area and to assist | ||||||
10 | business owners.
| ||||||
11 | Section 45. Vacant homes. Each program administrator shall | ||||||
12 | work with the Cook County Land Bank Authority to target and | ||||||
13 | remedy vacant homes in each cease fire area.
| ||||||
14 | Section 50. Housing stabilization plan; economic | ||||||
15 | stabilization plan; crime prevention plan. On or before January | ||||||
16 | 31, 2021, the City of Chicago shall submit to the General | ||||||
17 | Assembly the following for each cease fire area: | ||||||
18 | (1) A 5-year housing stabilization plan for the cease | ||||||
19 | fire area.

20 | (2) A 5-year economic stabilization plan to bring in | ||||||
21 | businesses to the cease fire area.
| ||||||
22 | (3) A 5-year crime prevention plan for the cease fire | ||||||
23 | area that includes community involvement.

1 | Each plan shall be filed with the Clerk of the House of | ||||||
2 | Representatives and the Secretary of the Senate in electronic | ||||||
3 | form only, in the manner that the Clerk and the Secretary shall | ||||||
4 | direct.
| ||||||
5 | Section 55. Costs. The City of Chicago is responsible for | ||||||
6 | the costs associated with the program, subject to appropriation | ||||||
7 | from the State.

8 | Section 60. Repeal. This Act is repealed on July 1, 2027.
| ||||||
9 | Section 99. Effective date. This Act takes effect July 1, | ||||||
10 | 2020.
