AN ACT concerning property.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. Property. The Director of Corrections, on
behalf of the State of Illinois, is authorized to execute and
deliver to the City of Crest Hill, for and in consideration of
$1 paid to the Department of Corrections, a quit claim deed to
the following described real property:
That part of the East half of the Northeast quarter of
Section thirty two (32), lying North of the right of the
way of the Joliet, Aurora and Northern Railway Company,
now the Elgin, Joliet and Eastern Railway Company,
excepting therefrom a strip of land twenty four (24) feet
in width off the West side thereof, containing in said
tract hereby conveyed twenty five (25) acres, more or
less.
Section 10. Conveyance.
(a) Upon the payment of the sum of $1 to the Department of
Corrections, and subject to the conditions set forth in
subsection (b), the Director of Corrections, on behalf of the
State of Illinois and the Department of Corrections, shall
convey by quit claim deed all right, title, and interest of the
State of Illinois and the Department of Corrections in and to
the real property described in Section 5 to the City of Crest
Hill.
(b) The conveyance of real property authorized by Section
5 shall be made subject to existing public utilities, existing
public roads, and any and all reservations, easements,
encumbrances, covenants, and restrictions of record.
(c) The quit claim deed to the City of Crest Hill shall
state on its face and be subject to the conditions that the
real property shall be used by the City of Crest Hill for a
Lake Michigan water receiving station and other public
purposes, and that if the real property is used for any other
purposes, or if an attempt is made to sell the property, then
title shall revert without further action to the State of
Illinois.
Section 15. Recording. The Director of Corrections shall
prepare one or more quit claim deeds to convey the real
property. The Director may also record a certified copy of
this Act. Each quit claim deed shall reference this Act and
contain the reversionary language from subsection (c) of
Section 10. All documents of conveyance shall be recorded in
the county in which the land is located.
Section 20. "An Act concerning land", approved May 27,
2022, Public Act 102-1015, is amended by changing Section 1-10
as follows:

Sec. 1-10. The conveyance of real property authorized by
Section 1-5 shall be made subject to: (1) existing public
utilities, existing public roads, and any and all
reservations, easements, encumbrances, covenants, and
restrictions of record; and (2) the express condition that if
the real property ceases to be used for public purposes, it
shall revert to the State of Illinois, Department of Natural
Resources Corrections.

Section 99. Effective date. This Act takes effect upon
becoming law.
