1 | AN ACT concerning transportation.

2 | Be it enacted by the People of the State of Illinois, | |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Illinois Vehicle Code is amended by | |||||||||||||||||||
5 | changing Section 2-104 as follows:

7 | Sec. 2-104. Powers and duties of the Secretary of State. | |||||||||||||||||||
8 | (a) The The administration of Chapters 2, 3, 4, 5, 6, 7, 8 | |||||||||||||||||||
9 | and 9 of this Act
is vested in the Secretary of State, who is | |||||||||||||||||||
10 | charged with the duty of
observing, administering and | |||||||||||||||||||
11 | enforcing the provisions of this Act.

12 | (b) The Secretary may from time to time make, amend, and | |||||||||||||||||||
13 | rescind such
rules and regulations as may be necessary in the | |||||||||||||||||||
14 | public interest to carry
out the provisions of this Act, | |||||||||||||||||||
15 | including rules and regulations governing
procedures for the | |||||||||||||||||||
16 | filing of applications and the issuance of licenses or
| |||||||||||||||||||
17 | registrations thereunder. The rules and regulations adopted by | |||||||||||||||||||
18 | the
Secretary of State under this Act shall be effective in the | |||||||||||||||||||
19 | manner provided
for in "The Illinois Administrative Procedure | |||||||||||||||||||
20 | Act", approved September 22,
1975, as amended.
