1 AN ACT concerning public aid.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Public Aid Code is amended by
5changing Section 5-1 as follows:
6 (305 ILCS 5/5-1) (from Ch. 23, par. 5-1)
7 Sec. 5-1. Declaration of purpose. It is the the purpose of
8this Article to provide a program of essential medical care and
9rehabilitative services for persons receiving basic
10maintenance grants under this Code and for other persons who
11are unable, because of inadequate resources, to meet their
12essential medical needs.
13 Preservation of health, alleviation of sickness, and
14correction of disabling conditions for persons requiring
15maintenance support are essential if they are to have an
16opportunity to become self-supporting or to attain a greater
17capacity for self-care. For persons who are medically indigent
18but otherwise able to provide themselves with a livelihood, it
19is of special importance to maintain their incentives for
20continued independence and preserve their limited resources
21for ordinary maintenance needs to prevent their total or
22substantial dependency.
