Bill Title: Amends the Medical Practice Act of 1987. Provides that rules adopted by the Department of Financial and Professional Regulation establishing continuing education requirements shall require that licensees complete a course in maternal mental health that addresses specified topics. Effective immediately.

1 | AN ACT concerning regulation.
| |||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:
| |||||||||||||||||||
4 | Section 5. The Medical Practice Act of 1987 is amended by | |||||||||||||||||||
5 | changing Section 20 as follows:
| |||||||||||||||||||

7 | (Section scheduled to be repealed on January 1, 2022)
| |||||||||||||||||||
8 | Sec. 20. Continuing education. The Department shall | |||||||||||||||||||
9 | promulgate
rules of continuing education for persons licensed | |||||||||||||||||||
10 | under
this Act that require an average of 50 hours of
| |||||||||||||||||||
11 | continuing education per license year. The rules shall require | |||||||||||||||||||
12 | that licensees complete a course in maternal mental health | |||||||||||||||||||
13 | that addresses the following: (1) best practices in screening | |||||||||||||||||||
14 | for maternal mental health disorders, including cultural | |||||||||||||||||||
15 | competency and unintended bias as a means to build trust with | |||||||||||||||||||
16 | mothers; (2) the range of maternal mental health disorders; | |||||||||||||||||||
17 | (3) the range of evidence-based treatment options, including | |||||||||||||||||||
18 | the importance of allowing a mother to be involved in | |||||||||||||||||||
19 | developing the treatment plan; and (4) when an obstetrician or | |||||||||||||||||||
20 | a primary care doctor should consult with a psychiatrist | |||||||||||||||||||
21 | versus making a referral. These rules
shall be consistent with
| |||||||||||||||||||
22 | requirements of relevant professional associations, specialty
| |||||||||||||||||||
23 | societies, or boards. The rules shall also address variances |
| |||||||
| |||||||
1 | in part or in
whole for good cause, including, but not limited | ||||||
2 | to, temporary illness
or
hardship. In establishing these | ||||||
3 | rules, the
Department shall consider educational requirements | ||||||
4 | for
medical staffs, requirements for specialty society board
| ||||||
5 | certification or for continuing education requirements as a
| ||||||
6 | condition of membership in societies representing the 2
| ||||||
7 | categories of licensee under this Act. These rules shall
| ||||||
8 | assure that licensees are given the opportunity to
participate | ||||||
9 | in those programs sponsored by or through their
professional | ||||||
10 | associations or hospitals which are relevant to
their | ||||||
11 | practice. Each licensee is responsible for maintaining records | ||||||
12 | of
completion of continuing education and shall be prepared to | ||||||
13 | produce the
records when requested by the Department.

16 | becoming law.
