Bill Title: Amends the School Code. Provides that, beginning with the 2019-2020 school year, in fixing the salaries of pre-kindergarten teachers, school boards shall pay those who serve full-time an annual salary of not less than $35,000. Effective immediately.

1 | AN ACT concerning education.
| ||||||||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:
| ||||||||||||||||||||||||
4 | Section 5. The School Code is amended by changing Section | ||||||||||||||||||||||||
5 | 24-8 as follows:
| ||||||||||||||||||||||||

7 | Sec. 24-8. Minimum salary. Except as otherwise provided in | ||||||||||||||||||||||||
8 | this Section, in In fixing the salaries of teachers, school | ||||||||||||||||||||||||
9 | boards shall pay those who
serve on a full-time basis not less | ||||||||||||||||||||||||
10 | than a rate for the school year that
is based upon training | ||||||||||||||||||||||||
11 | completed in a recognized institution of higher
learning, as | ||||||||||||||||||||||||
12 | follows: for the school year beginning July 1, 1980 and
| ||||||||||||||||||||||||
13 | thereafter, less than a bachelor's degree, $9,000; 120 semester | ||||||||||||||||||||||||
14 | hours or
more and a bachelor's degree, $10,000; 150 semester | ||||||||||||||||||||||||
15 | hours or more and a
master's degree, $11,000. Beginning with | ||||||||||||||||||||||||
16 | the 2019-2020 school year, in fixing the salaries of | ||||||||||||||||||||||||
17 | pre-kindergarten teachers, school boards shall pay those who | ||||||||||||||||||||||||
18 | serve on a full-time basis an annual salary of not less than | ||||||||||||||||||||||||
19 | $35,000.

20 | Based upon previous public school
experience in this State | ||||||||||||||||||||||||
21 | or any other state, territory, dependency or
possession of the | ||||||||||||||||||||||||
22 | United States, or in schools operated by or under the
auspices | ||||||||||||||||||||||||
23 | of the United States, teachers who serve on a full-time basis

1 | shall have their salaries increased to at least the following | ||||||
2 | amounts
above the starting salary for a teacher in such | ||||||
3 | district in the same
classification: with less than a | ||||||
4 | bachelor's degree, $750 after 5 years;
with 120 semester hours | ||||||
5 | or more and a bachelor's degree, $1,000 after 5
years and | ||||||
6 | $1,600 after 8 years; with 150 semester hours or more and a | ||||||
7 | master's
degree, $1,250 after 5 years, $2,000 after 8 years and | ||||||
8 | $2,750 after 13 years.

9 | For the purpose of this Section a teacher's salary shall | ||||||
10 | include any amount
paid by the school district on behalf of the | ||||||
11 | teacher, as teacher contributions,
to the Teachers' Retirement | ||||||
12 | System of the State of Illinois.
| ||||||
13 | If a school board establishes a schedule for teachers' | ||||||
14 | salaries based
on education and experience, not inconsistent | ||||||
15 | with this Section, all certificated
nurses employed by that | ||||||
16 | board shall be paid in accordance with the provisions
of such | ||||||
17 | schedule.

18 | For purposes of this Section, a teacher who submits a | ||||||
19 | certificate of
completion to the school office prior to the | ||||||
20 | first day of the school
term shall be considered to have the | ||||||
21 | degree stated in such certificate.
