Bill Title: Amends the Postsecondary and Workforce Readiness Act. In provisions concerning postsecondary and career expectations, provides that, beginning in grade 6, students should be introduced to the importance of developing and applying a work ethic in a variety of contexts; sets forth what this introduction may include.

1 | AN ACT concerning education.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Postsecondary and Workforce Readiness Act | |||||||||||||||||||
5 | is amended by changing Section 15 as follows:

7 | Sec. 15. Postsecondary and career expectations.

8 | (a) By no later than July 1, 2017, ISBE, ICCB, IBHE, and | |||||||||||||||||||
9 | ISAC, in consultation with appropriate stakeholders, shall | |||||||||||||||||||
10 | jointly adopt and publicize model postsecondary and career | |||||||||||||||||||
11 | expectations for public school students in grades 8 through | |||||||||||||||||||
12 | 12. The model postsecondary and career expectations shall | |||||||||||||||||||
13 | define activities that school districts, parents, and | |||||||||||||||||||
14 | community-based organizations should support students in | |||||||||||||||||||
15 | completing and related knowledge students should possess by no | |||||||||||||||||||
16 | later than the end of each grade level. The model | |||||||||||||||||||
17 | postsecondary and career expectations must address the | |||||||||||||||||||
18 | following categories:

19 | (1) career exploration and development;
| |||||||||||||||||||
20 | (2) postsecondary institution exploration, | |||||||||||||||||||
21 | preparation, and selection; and
| |||||||||||||||||||
22 | (3) financial aid and financial literacy.

23 | (b) By July 1, 2023, ISBE, ICCB, IBHE, and ISAC, in |

1 | consultation with appropriate stakeholders, shall jointly | ||||||
2 | adopt and publicize an update to the model postsecondary and | ||||||
3 | career expectations that extends the expectations to grade 6 | ||||||
4 | and includes such other revisions and updates as the agencies | ||||||
5 | deem appropriate. | ||||||
6 | (c) By July 1, 2024, ISBE shall consult with a statewide | ||||||
7 | organization representing businesses and manufacturing. After | ||||||
8 | consultation, ISBE shall publish and maintain on its website a | ||||||
9 | current database, organized by region, of employer champions | ||||||
10 | for work-based learning and career readiness systems and | ||||||
11 | programs. Each employer must consent to its designation as a | ||||||
12 | champion and its information being published in the database. | ||||||
13 | In addition, ISBE shall publish and maintain on its website an | ||||||
14 | inventory of resources available to support school districts | ||||||
15 | in implementing College and Career Pathway Endorsements, | ||||||
16 | including sector-specific resources. | ||||||
17 | (d) Beginning in grade 6, students should be introduced to | ||||||
18 | the importance of developing and applying a work ethic in a | ||||||
19 | variety of contexts. This introduction may include such | ||||||
20 | concepts and behaviors as professionalism, including, but not | ||||||
21 | limited to, the importance of trustworthiness, integrity, | ||||||
22 | initiative, and respecting authority; arriving on time and | ||||||
23 | ready for work; and dressing appropriately for the nature and | ||||||
24 | substance of the work. | ||||||
