Bill Title: Reinserts the provisions of the introduced bill with changes. Provides that the State shall not expend or invest any public funds in any organization, nonprofit organization, religious organization, or any other entity to be used for conversion therapy. Provides that any contract between the State and that organization shall be void to the extent that the contract is used or will be used for conversion therapy. Defines "conversion therapy".

| 1 | AN ACT concerning finance.
| ||||||
| 2 | Be it enacted by the People of the State of Illinois,
| ||||||
| 3 | represented in the General Assembly:
| ||||||
| 4 | Section 5. The State Finance Act is amended by adding | ||||||
| 5 | Section 50 as follows:
| ||||||
| 6 | (30 ILCS 105/50 new) | ||||||
| 7 | Sec. 50. Conversion therapy funds prohibited. | ||||||
| 8 | Notwithstanding any provision of law to the contrary, the | ||||||
| 9 | State shall not expend or invest any public funds in any | ||||||
| 10 | organization, nonprofit organization, religious organization, | ||||||
| 11 | or any other entity to be used for conversion therapy. Any | ||||||
| 12 | public funds owed by the State to an organization used for | ||||||
| 13 | conversion therapy as of the effective date of this amendatory | ||||||
| 14 | Act of the 103rd General Assembly shall be withheld from such | ||||||
| 15 | organization, and any contract between the State and that | ||||||
| 16 | organization shall be void to the extent that the contract is | ||||||
| 17 | used or will be used for conversion therapy. | ||||||
| 18 | For purposes of this Section, "conversion therapy" means | ||||||
| 19 | any practices or treatments that seek to change an | ||||||
| 20 | individual's sexual orientation or gender identity, including | ||||||
| 21 | efforts to change behaviors or gender expressions or to | ||||||
| 22 | eliminate or reduce sexual or romantic attractions or feelings | ||||||
| 23 | toward individuals of the same gender. This does not include | ||||||

| 1 | counseling that provides assistance to a person undergoing | ||||||
| 2 | gender transition or other counseling or mental health | ||||||
| 3 | services relating to sexual orientation or gender identity, | ||||||
| 4 | including sexual orientation neutral interventions to prevent | ||||||
| 5 | or address unlawful conduct or unsafe sexual practices, | ||||||
| 6 | without seeking to change sexual orientation or gender | ||||||
| 7 | identity.
