Bill Title: Amends the Election Code. Prohibits a person from knowingly maintaining more than one registration to vote. Provides that a violation involving multiple registrations within the State is a Class A misdemeanor. Provides that a violation involving multiple registrations in this State and another state is a Class 4 felony. Provides an affirmative defense to the violation.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The Election Code is amended by adding Section | ||||||||||||||||||||||||
5 | 29-21 as follows:

6 | (10 ILCS 5/29-21 new) | ||||||||||||||||||||||||
7 | Sec. 29-21. Registering more than once. No person may | ||||||||||||||||||||||||
8 | knowingly maintain more than one registration to vote. A | ||||||||||||||||||||||||
9 | violation of this Section involving multiple registrations | ||||||||||||||||||||||||
10 | within the State is a Class A misdemeanor; a violation of this | ||||||||||||||||||||||||
11 | Section involving multiple registrations, where one or more | ||||||||||||||||||||||||
12 | registrations is within this State and one or more registration | ||||||||||||||||||||||||
13 | is within another state, is a Class 4 felony. It is an | ||||||||||||||||||||||||
14 | affirmative defense to a violation of this Section that the | ||||||||||||||||||||||||
15 | individual has voted only once in any election for which the | ||||||||||||||||||||||||
16 | individual has more than one registration to vote.
