Bill Title: Amends the Illinois International Port District Act. Provides that, upon notification by the Department of Revenue's Debt Collection Bureau that any member of the Board of the Illinois International Port District is delinquent in any debt owed to the State, the Board shall withhold that delinquent amount from the member's compensation and shall remit the delinquent amount to the Department. Effective immediately.

1 | AN ACT concerning revenue.
| ||||||||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Illinois International Port District Act is | ||||||||||||||||||||||||
5 | amended by changing Section 12 as follows:

7 | Sec. 12.
The governing and administrative body of the | ||||||||||||||||||||||||
8 | District shall
be a board consisting of 9 members, to be known | ||||||||||||||||||||||||
9 | as the Illinois
International
Port District Board. Members of | ||||||||||||||||||||||||
10 | the Board shall be residents of a
county whose territory, in | ||||||||||||||||||||||||
11 | whole or in part, is embraced by the District
and persons of | ||||||||||||||||||||||||
12 | recognized business ability. The members of the Board
shall | ||||||||||||||||||||||||
13 | receive compensation for their services,
set by the Board at an | ||||||||||||||||||||||||
14 | amount not to exceed $20,000.00 annually, except
the Chairman | ||||||||||||||||||||||||
15 | may receive an additional $5,000.00 annually, if approved by
| ||||||||||||||||||||||||
16 | the Board. All such compensation shall be paid directly from | ||||||||||||||||||||||||
17 | the Port
District's operating funds. The members shall receive | ||||||||||||||||||||||||
18 | no other compensation
whatever, whether in form of salary, per | ||||||||||||||||||||||||
19 | diem allowance or otherwise, for or in
connection with his | ||||||||||||||||||||||||
20 | service as a member.
The preceding sentence shall not prevent | ||||||||||||||||||||||||
21 | any member from receiving any
non-salary benefit of the type | ||||||||||||||||||||||||
22 | received by employees of the District.
Upon notification by the | ||||||||||||||||||||||||
23 | Department of Revenue's Debt Collection Bureau that any member |

1 | of the Board is delinquent in any debt owed to the State, | ||||||
2 | including, but not limited to, any tax collected by the | ||||||
3 | Department of Revenue, the Board shall withhold that delinquent | ||||||
4 | amount from the member's compensation under this Section and | ||||||
5 | shall remit the delinquent amount to the Department. Each | ||||||
6 | member shall be reimbursed
for actual expenses incurred by them | ||||||
7 | in the performance of their duties.
Any person who is appointed | ||||||
8 | to the office of secretary or treasurer
of the Board may | ||||||
9 | receive compensation for services as such officer,
as | ||||||
10 | determined by the Board, provided such person is not a member | ||||||
11 | of the
Board. No member of the Board or employee of the | ||||||
12 | District
shall have any private
financial interest, profit or | ||||||
13 | benefit in any contract, work or business
of the District nor | ||||||
14 | in the sale or lease of any property to or from the
District.
