1 | AN ACT concerning regulation.
| |||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
3 | represented in the General Assembly:
| |||||||||||||||||||
4 | Section 5. The Children's Health Insurance Program Act is
5 | amended by changing Section 5 as follows:
| |||||||||||||||||||
6 | (215 ILCS 106/5)
| |||||||||||||||||||
7 | Sec. 5. Legislative intent. The
The General Assembly finds
8 | that, for the
economic and social benefit of all citizens of
9 | the State, it is important to
enable low-income children of
10 | this State, to the extent funding permits, to
access health | |||||||||||||||||||
11 | benefits coverage, especially preventive health care. The
| |||||||||||||||||||

16 | State of Illinois should help low-income families transition
17 | from
a health care system where government partners with
18 | families to provide health
benefits to low-income children to a
19 | system where families with higher incomes
eventually | |||||||||||||||||||
20 | transition into private or employer based health plans. This
21 | Act is
not intended to create an entitlement.
