Bill Title: Amends the Property Tax Code. Creates the Collar County Property Tax Reform and Relief Task Force. Provides that the Task Force shall conduct a study of the property tax system in DuPage, Kane, Lake, McHenry, and Will Counties and investigate methods of reducing the reliance on property taxes and alternative methods of funding. Sets forth the membership of the Task Force. Provides that the Task Force shall submit its findings to the General Assembly no later than January 1, 2020. Effective immediately.

1 | AN ACT concerning revenue.

2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Property Tax Code is amended by adding | ||||||||||||||||||||||||
5 | Section 24-40 as follows:
| ||||||||||||||||||||||||
6 | (35 ILCS 200/24-40 new) | ||||||||||||||||||||||||
7 | Sec. 24-40. Collar County Property Tax Reform and Relief | ||||||||||||||||||||||||
8 | Task Force. | ||||||||||||||||||||||||
9 | (a) There is created the Collar County Property Tax Reform | ||||||||||||||||||||||||
10 | and Relief Task Force consisting of 9 members appointed as | ||||||||||||||||||||||||
11 | follows: 3 members appointed by the President of the Senate, | ||||||||||||||||||||||||
12 | one of whom shall be designated as the chair of the Task Force | ||||||||||||||||||||||||
13 | upon appointment; 2 members appointed by the Minority Leader of | ||||||||||||||||||||||||
14 | the Senate; 2 members appointed by the Speaker of the House of | ||||||||||||||||||||||||
15 | Representatives; and 2 members appointed by the Minority Leader | ||||||||||||||||||||||||
16 | of the House of Representatives. | ||||||||||||||||||||||||
17 | (b) The Task Force shall conduct a study of the property | ||||||||||||||||||||||||
18 | tax system in DuPage, Kane, Lake, McHenry, and Will Counties | ||||||||||||||||||||||||
19 | and investigate methods of reducing the reliance on property | ||||||||||||||||||||||||
20 | taxes and alternative methods of funding. | ||||||||||||||||||||||||
21 | (c) The members of the Task Force shall serve without | ||||||||||||||||||||||||
22 | compensation but shall be reimbursed for their reasonable and | ||||||||||||||||||||||||
23 | necessary expenses from funds appropriated for that purpose. |

1 | (d) The Task Force shall submit its findings to the General | ||||||
2 | Assembly no later than January 1, 2020. | ||||||
3 | (e) The Department of Revenue shall provide administrative | ||||||
4 | support to the Task Force. | ||||||
5 | (f) This Section is repealed on January 1, 2021.

6 | Section 99. Effective date. This Act takes effect upon | ||||||
7 | becoming law.
