Bill Title: Amends the Illinois Procurement Code. Provides that any advertisement produced or distributed by or on behalf of a State agency using taxpayer funds, in whole or in part, shall contain a statement specifying that such advertisement was purchased using taxpayer funds. Defines "advertisement".

1 | AN ACT concerning finance.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The Illinois Procurement Code is amended by | |||||||||||||||||||
5 | adding Section 25-90 as follows:

6 | (30 ILCS 500/25-90 new) | |||||||||||||||||||
7 | Sec. 25-90. Taxpayer funded advertisements. Any | |||||||||||||||||||
8 | advertisement produced or distributed by or on behalf of a | |||||||||||||||||||
9 | State agency using taxpayer funds, in whole or in part, shall | |||||||||||||||||||
10 | contain a statement specifying that such advertisement was | |||||||||||||||||||
11 | purchased using taxpayer funds. For the purposes of this | |||||||||||||||||||
12 | Section, "advertisement" means any written, oral, or | |||||||||||||||||||
13 | electronic communication that contains a promotion, | |||||||||||||||||||
14 | inducement, or offer concerning a State agency, including, but | |||||||||||||||||||
15 | not limited to, brochures, pamphlets, radio and television | |||||||||||||||||||
16 | scripts, telephone and direct mail solicitations, electronic | |||||||||||||||||||
17 | media, billboards, and other means of promotion.
