Bill Title: Amends the Illinois Public Aid Code. Requires the Department of Healthcare and Family Services to grant Medicaid managed care organizations access to MEDI, or its successor, for the purpose of verifying payer source and resident liability. Effective immediately.

1 AN ACT concerning public aid.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Public Aid Code is amended by
5changing Section 5F-31 as follows:
6 (305 ILCS 5/5F-31)
7 Sec. 5F-31. Patient credit files; denials of claims.
8 (a) To reduce the number of claim denials resulting from
9coverage plan errors, the Department shall provide each nursing
10home enrolled in one or more Medicaid managed care networks
11with the corresponding patient credit file at the same time the
12Department provides the files to the managed care organization.
13 (b) Medicaid managed care organizations shall verify payer
14source using the Medical Electronic Data Interchange (MEDI)
15System, or its successor, prior to denying a claim for services
16provided to a nursing home resident not assigned to the managed
17care organization on the most recent patient credit file. The
18Department shall grant Medicaid managed care organizations
19access to MEDI, or its successor, for the purpose of verifying
20payer source and resident liability.
