1 AN ACT concerning local government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Municipal Code is amended by adding
5Section 8-3-20 as follows:
6 (65 ILCS 5/8-3-20 new)
7 Sec. 8-3-20. Home rule taxing authority; referendum.
8Notwithstanding any provision of law to the contrary, on and
9after the effective date of this amendatory Act of the 100th
10General Assembly, a home rule unit may not impose any tax
11increase or levy any new or additional tax without prior
12referendum approval. This Section is a denial and limitation of
13home rule powers and functions under subsection (g) of Section
146 of Article VII of the Illinois Constitution.
