Bill Title: Amends the Counties Code and Illinois Municipal Code. Provides that a veteran who is honorably discharged from the Armed Forces of the United States and is a resident of a county or municipality shall not be required to pay any county or municipal license fee for a business selling or providing services if the veteran is the sole proprietor of the business. Limits home rule powers.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The Counties Code is amended by adding Section | ||||||||||||||||||||||||||
5 | 5-1186 as follows:

6 | (55 ILCS 5/5-1186 new) | ||||||||||||||||||||||||||
7 | Sec. 5-1186. License fees for veterans. | ||||||||||||||||||||||||||
8 | (a) A veteran who is honorably discharged from the Armed | ||||||||||||||||||||||||||
9 | Forces of the United States and is a resident of a county shall | ||||||||||||||||||||||||||
10 | not be required to pay any county license fee for a business | ||||||||||||||||||||||||||
11 | selling or providing services if the veteran is the sole | ||||||||||||||||||||||||||
12 | proprietor of the business. | ||||||||||||||||||||||||||
13 | (b) A home rule county may not regulate license fees in a | ||||||||||||||||||||||||||
14 | manner inconsistent with this Section. This Section is a | ||||||||||||||||||||||||||
15 | limitation under subsection (i) of Section 6 of Article VII of | ||||||||||||||||||||||||||
16 | the Illinois Constitution on the concurrent exercise by home | ||||||||||||||||||||||||||
17 | rule units of powers and functions exercised by the State.

18 | Section 10. The Illinois Municipal Code is amended by | ||||||||||||||||||||||||||
19 | adding Section 11-42-17 as follows:

2 | Forces of the United States and is a resident of a municipality | ||||||
3 | shall not be required to pay any municipal license fees for a | ||||||
4 | business selling or providing services if the veteran is the | ||||||
5 | sole proprietor of the business. | ||||||
6 | (b) A home rule municipality may not regulate license fees | ||||||
7 | in a manner inconsistent with this Section. This Section is a | ||||||
8 | limitation under subsection (i) of Section 6 of Article VII of | ||||||
9 | the Illinois Constitution on the concurrent exercise by home | ||||||
10 | rule units of powers and functions exercised by the State.
