Bill Title: Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Provides that beginning January 1, 2024, the Department of Financial and Professional Regulation shall supplement all paper-based certificates, licenses, and authorities with a digitally-verified electronic credential. Provides that the Department may use a third-party electronic credential system. Provides that such electronic credential system shall include a verification system that is operated by the electronic credential agency or its agent on its behalf for the purpose of verifying the authenticity and validity of electronic credentials. Effective immediately.

AN ACT concerning State government.

Be it enacted by the People of the State of Illinois,
| ||||
represented in the General Assembly:
| ||||
Section 5. The Department of Professional Regulation Law | ||||
of the
Civil Administrative Code of Illinois is amended by | ||||
changing Section 2105-40 as follows:

Sec. 2105-40. Issuance of certificates and licenses. All
| ||||
certificates, licenses, and authorities shall be issued by the
| ||||
Department
in the name of the Department,
with the seal of the | ||||
Department attached. Beginning July 1, 2024, the Department | ||||
shall supplement all paper-based certificates and licenses | ||||
with a digitally verified electronic credential. The | ||||
Department may use a third-party electronic credential system. | ||||
Such electronic credential system shall include a verification | ||||
system that is operated by the electronic credential agency or | ||||
its agent on its behalf for the purpose of verifying the | ||||
authenticity and validity of electronic credentials. As used | ||||
in this Section, "electronic credential" means an electronic | ||||
method based on an auditable digital platform by which a | ||||
person may display or transmit to another person information | ||||
that instantly verifies information about a person, such as | ||||
the person's licensure, program completion, and verified |
skills and competencies.

Section 99. Effective date. This Act takes effect upon | ||
