Bill Title: Amends the Farm Fresh Schools Program Act. Beginning with the 2021-2022 school year, provides that funds from the Farm Fresh Schools Program Fund or from other funding sources shall be used to match $1 for every $3 a school district spends to purchase produce or minimally processed fresh foods directly from a farmer, farmers' cooperative, farmers' market, or local food hub in this State, up to a maximum reimbursement of $1,000 per school district. Makes a corresponding change. Effective July 1, 2021.

1 | AN ACT concerning agriculture.

2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Farm Fresh Schools Program Act is amended | ||||||
5 | by changing Sections 10 and 15 as follows:

7 | Sec. 10. Farm Fresh Schools Program. The Department of | ||||||
8 | Agriculture, in cooperation with the State Board of Education | ||||||
9 | and the Department of Public Health, shall create the Farm | ||||||
10 | Fresh Schools Program. The intent of the Program is to reduce | ||||||
11 | obesity and improve nutrition and public health, as well as | ||||||
12 | strengthen local agricultural economies by increasing access | ||||||
13 | to and promoting the consumption of locally grown fruits , and | ||||||
14 | vegetables , and minimally processed fresh foods in schools and | ||||||
15 | increasing physical activities and programs that promote pupil | ||||||
16 | wellness.

19 | Sec. 15. Grants ; matching funds . | ||||||
20 | (a) The Department of Agriculture and the State Board of | ||||||
21 | Education shall jointly administer a process to review grant | ||||||
22 | proposals and award grants on a competitive basis to eligible |

1 | applicants to implement the Farm Fresh Schools Program. | ||||||
2 | (b) The first 6 grants awarded pursuant to the Farm Fresh | ||||||
3 | Schools Program shall be awarded in 6 different counties, | ||||||
4 | including 3 urban counties and 3 rural counties with a | ||||||
5 | significant agricultural economy. | ||||||
6 | (c) Beginning with the 2021-2022 school year, funds from | ||||||
7 | the Farm Fresh Schools Program Fund or from other funding | ||||||
8 | sources shall be used to match $1 for every $3 a school | ||||||
9 | district spends to purchase produce or minimally processed | ||||||
